By this order, the Department is tentatively reselecting Ward Air, Inc., to provide essential air service at Chatham and Funter Bay, Alaska, for the period December 1, 2003, through September 30, 2006, at an annual subsidy of $12,865.

By Order 2004-7-21, July 22, 2004, the Department selected Ward Air, Inc., to provide EAS at Chatham and Funter Bay for the two-year period through September 30, 2006, at the annual subsidy rate of $12,865. Ward Air was selected to provide service consisting of one round trip each week routed Juneau-Funter Bay-Juneau, with one flight each month also making a stop at Chatham, with Cessna 185 aircraft.
As the end of the current rate term approaches, in order to provide sufficient time to complete the carrier-selection process before the current contract expires, we are here requesting proposals from carriers interested in providing service at Chatham and Funter Bay, with or without subsidy support, for the two-year period beginning October 1, 2006.
Specifically for Chatham and Funter Bay, we request proposals for service consisting of the level of service currently provided by Ward Air, i.e., one round trip a week at Funter Bay and one round trip a month at Chatham.
We request that carriers interested in providing essential air service at Chatham and Funter Bay, Alaska, submit their proposals, with or without subsidy requests, no later than 30 days after the date of service of this order.

Re: Ward Air Contract Extension
Following up on our discussion earlier this afternoon I have attached our August 14, 2006 update of Appendix B related to Ward Air's Subsidy Rate Agreement to Chatham and Funter Bay, Alaska. I understand that the announcement proposes a two year contract period ending through September 30, 2008.

DOT Letter Requesting Comments of Alaska DOT
As you may know, by Order 2006-7-17, issued July 14,2006, the Department solicited proposals from all air carriers interested in providing essential air service at the communities in anticipation of the end of Ward Air's current contract on September 30, 2006. In response to that order, the incumbent, Ward Air, Inc., was the only carrier to submit a proposal.
The carrier proposes to continue providing service to the communities consisting of one flight each week routed Juneau-Funter Bay-Juneau, with one flight each month also making a stop at Chatham, at the annual subsidy rate of $15,040.
My purpose in writing to you at this time is to request any final comments you might have on the carrier's subsidy proposal before we submit a recommendation to the Assistant Secretary on the carrier selection issue. We request that you review this information as expeditiously as possible and submit any comments you may have on the carrier selection case as soon as possible, but in any case no later than September 8, 2006.

Request for Community Comments:
As you may know, by Order 2008-4-30, April 21, 2008, the Department solicited proposals from carriers interested in providing essential air service at Chatham and Funter Bay in anticipation of the end of Ward Air's current contract on September 30, 2008. In response to that order, we received a single proposal from Ward Air, Inc., the incumbent.
The carrier proposes to continue providing its current service at Chatham and Funter Bay consisting of one flight each week with 4-seat Cessna 185 or 206 aircraft, routed Juneau-Funter Bay-Juneau, with one of the weekly flights routed each month over a Juneau-Funter Bay-Chatham-Juneau routing for an annual subsidy of $17,280. This would be an increase of about 15 percent over their current annual subsidy of $15,040.
While there are no options from which to choose, we nonetheless wanted to give you an opportunity to submit any comments on the record before we present our recommendation to the Assistant Secretary. We ask that you submit any comments you have as soon as possible, but no later than June 21.
