United is planning to offer code-share service with Lufthansa on the latter's flights between Germany and Riga, Latvia. Lufthansa presently operates services between Frankfurt and Riga which connect with United/Lufthansa flights to Frankfurt from the U.S. The code share will enable United to hold out services between the U.S. and Riga, the major city and capital of Latvia. These services will begin as soon as all necessary government approvals have been received. United also requests route integration authority. This will enable United to integrate its new authority to serve Riga with its existing Certificates of Public Convenience and Necessity and exemption authority.

Notice of Action

Scheduled foreign air transportation of persons, property, and mail between a point or points in the United States, on the one hand, and Riga, Latvia; Sanaa, Yemen; Casablanca, Morocco; and Addis Ababa, Ethiopia, on the other. United farther requests authority to integrate this exemption with authority under its existing certificate and exemption authority. United intends to operate this service under a code-share agreement with Luttbansa German Airlines on flights operated by Lufthansa between Germany [and] the above points.

Display United's "UA" designator code, on a blind-sector basis, on flights operated by Lufthansa between points in Germany and Riga, Sansa, Casablanca and Addis Ababa.

hereby applies for renewal of its exemption authorizing it to provide foreign air transportation of persons, property and mail between a point or points in the United States, on the one hand, and Riga, Latvia; Sanaa, Yemen; Addis Ababa, Ethiopia; and Casablanca, Morocco, on the other. United currently serves or is planning to serve these markets pursuant to a code-share arrangement with Lufthansa German Airlines ("Lufthansa") between Germany and the above named points. United requests that this exemption be renewed for a two-year period or until final action on United's application in Docket OST-95-625 for amendment of its certificate of public convenience and necessity for Route 603.  United has temporarily suspended code-share service to Addis Ababa because of an overflight issue. Service will be resumed when the overflight issue has been resolved.

By Notice of Action Taken, dated October 21, 1999, the Department granted United's exemption authority to operate scheduled combination services between the U.S. to Riga, Latvia; Sanaa, Yemen; Addis Ababa, Ethiopia and Casablanca, Morocco pursuant to a code-share arrangement with Lufthansa. By the same notice, United was granted authority to integrate this exemption with its existing Certificates of Public Convenience and Necessity and exemption authority. United's exemption authority was granted October 21, 1999, for a period of two years, and is currently set to expire on October 21, 2001.
