Northern Airlines has been formed for the purpose of providing scheduled, low-fare, jet airline service between medium-sized communities and major metropolitan airports. The company intends to initiate flight operations between Syracuse, New York, New York, New York, Cleveland, Ohio, Columbus, Ohio, Boston, Massachusetts, Buffalo, New York, and Hartford, Connecticut/Springfield, Massachusetts, in January 1998, with F-28 aircraft.

Re: Information Request

Additional information is necessary for us to continue our review of Northern Airlines' application. The applicant has not provided third-party verification for any of its proposed sources of financing. Also, although the applicant has provided forecast financial documents, it has not provided ample notes explaining the basis for the amounts shown. Such explanations should be in sufficient detail to allow our staff to replicate the mathematics involved and to determine the reasonableness of the forecast. This applies to both the forecast statements for the first year of operations and the preoperating expense estimates. Without this information, Northern Airlines' application is seriously deficient and, as a result, the Department cannot determine its financial fitness. Because of the substantial drain that processing incomplete applications places on the Department's staff--particularly in diverting staff resources from processing the applications of persons who are prepared--we have found it necessary to adopt a policy of giving new applicants one opportunity to provide the material that is absent from its application, as discussed above.

Turning initially to the request for more detailed cost information, Exhibit NA-9 has been revised so as to set forth in greater detail the cost information relating to Northern Airline's first year of operations as well as the costs Northern Airlines anticipates incurring during the three-month period prior to the actual initiation of operations.

On December 19, 1997, Northern Airlines Corporation filed Amendment No. 1 to its Application for a Certificate of Public Convenience and Necessity and a related Motion for Confidential Treatment. Northern Airlines Corporation submitted draft financial statements as part of the amendment, requested confidential treatment, and indicated that the final statements would be filed as soon as they were available. In this latter regard, enclosed please find, in a confidential envelope, three copies of the final financial statements for which confidential treatment has been requested in the pending motion.

While we have been willing to work with applicants in the certification process and, where warranted, allow additional time for a company to provide all of the information needed for us to make an informed decision on its fitness, maintaining incomplete applications on file creates a substantial burden on our staff that often results in delays in processing the applications of companies that have taken the time to prepare complete filings. Thus, we will give Northern 21 days to provide information which will make its application whole. In the event it is unable to provide this material, we intend to dismiss its application without further notice.

On October 31, 1997, Northern Airlines Corporation filed an application in Docket OST-97-3()75 for a certificate to provide interstate scheduled air transportation of persons, property, and mail pursuant to section 41102 of Title 49 of the United States Code (Transportation). The applicant subsequently informed us that it was encountering delays in completing its financing and on February 26, 1999, filed a motion to withdraw its application. It stated that it may refile the application at a later date.
