Servant Air plans to commence its operations by providing scheduled passenger service three days per week over a Fairbanks-Central-Circle routing using one leased three-seat Cessna 172 aircraft. Servant Air provided a detailed estimate of its expenses for the first year of its proposed operations. The company has indicated that its pre-operating expenses will total nearly $9,000 and has estimated that it will incur $55,420 in operating expenses for its first year of proposed operations. We have examined these estimates and find them to be reasonable. Based on our analysis of Servant Air's forecasts, it appears that the applicant will need access to resources of $22,377 to meet the Department's financial fitness criteria.

Order 2000-7-33 (1) finds that Servant Air, Inc., continues to be fit, willing, and able to provide interstate air transportation pursuant to certificate authority issued under 49 U.S.C. 41102; (2) confirms oral action of August 19, 1999, making the certificate issued to Servant Air by Order 98-6-9 effective in part; and (3) reissues to Servant Air its certificate to reflect date of the property and mail authority contained therein. Petitions are due August 10, 2000.
Initially, Servant Air proposed to commence its operations by providing scheduled passenger service three days per week using one leased three-seat Cessna 172 aircraft. According to its latest fitness information, Servant Air currently uses three Piper PA32300 aircraft to conduct weekly all-cargo flights between Fairbanks and Lake Minchumina, Tanana, Ruby, Galena, Kaltag, Nulato, Koyukuk, Bettles, Anaktovuk Pass, Allakaket, Fort Yukon, Chalkyitsik, Arctic Village, and Stevens Pass.
The carrier provided a balance sheet as of September 30, 1999, and an income statement for the nine months ending September 30, 1999. The balance sheet disclosed total assets of $295,352, a current assets to current liabilities ratio of 0.89:1, negative working capital of $15,313, and positive stockholder's equity of $150,166. Its income statement for the nine months ending September 30, 1999, reflected a net income of $106,368.

Servant
Air, Inc. currently holds a Certificate of Public Convenience and Necessity for
Interstate Air Transportation. It was granted authority for Cargo Only flights
in Order 2000-7-33. The order also stated that we were to notify the DOT of any
significant changes we intended to make. I am requesting authority to have the
passenger portion of our certificate made effective. I have enclosed
documentation required for you to make a determination.

Additional Information of Servant Air Clarifying a Point Regarding its Proposed Passenger Service | Certificate for Interstate Air Transportation |
Servant Air, Inc. wishes to clarify a point regarding It's proposed passenger service. Servant Air, Inc., in fact, proposes to provide passenger service to destinations that we currently provide all cargo and mail service to. These destinations are listed in the "Forecast of Scheduled Operations" report submitted to the Docket on April 10, 2002. They are, Central, Circle, Eagle, Chalkyitsik, Fort Yukon, Venetie, Beaver, Anaktuvuk Pass, Bettles, Allakaket, Tanana, Hughes, Huslia, Galena, Koyukuk, Nulato, Kaltag, and Ruby. Our 12 month projected Profit/Loss statement reflects expenses currently incurred by providing service to these destinations as an all cargo carrier as well as the added income and expense of providing passenger service to these same destinations.

On April 12, 2002, Servant Air tiled an application in Docket OST-97-3022 to amend its certificate to allow it to engage in passenger operations. Servant Air accompanied its application with updated fitness information as required by section 204.3 of our regulations. Additionally, on June 10, 2002, Servant Air filed evidence of passenger liability insurance coverage meeting the requirements of section 205.5(b) of our rules, and on June 25, the carrier filed a copy of its amended Operations Specifications issued by the FAA authorizing it to engage in scheduled passenger operations.
Since being granted certificate authority, Servant Air has provided air cargo and mail service to the bush villages of interior Alaska, including all of the points the carrier now proposes to serve with scheduled passenger service. Specifically, beginning immediately, Servant Air plans to operate four flights each day. Monday through Friday, on the following routes from Fairbanks, to: Central and Circle, Eagle; Chalkyitsik, Fort Yukon, Vemnetie, and Beaver, and Anaktuvak Pass, Bettles, and Allakaret. These flights will be operated using five PA-32R Piper Lances having 5 passenger seats. Beginning in September, Servant Air proposes to operate two additional flights each day, Monday through Friday, on the following routes from Fairbanks to: Tanana, Hughes, Huslia, Galena, Koyukuk, Nulato, Kaltag, and Ruby; and Fort Yukon. Besides using Piper Lances, a PA 31-350 Piper Navajo with 9 passenger seats will also be employed.
