By Order 98-4-3, the Department reissued United an experimental certificate for Route 246, authorizing United to engage in scheduled foreign air transportation of persons, property and mail between the coterminal points Los Angeles and San Francisco, California; Chicago, Illinois; New York, New York; and Honolulu, Hawaii; the intermediate point Tokyo or another intermediate point in Japan; and the coterminal points Beijing, Shanghai, and Guangzhou, People's Republic of China. United's authority became effective on April 1, 1998, for five years and is due to expire on April 1, 2003. By this application, United asks that this certificate authority be renewed indefinitely or at a-minimum for a period of five years.
To allow United maximum operating flexibility, United's certificate for Route 246 should be amended to authorize the operation of foreign air transportation of persons, property and mail, in combination or separately, between any point or points in the United States, via Tokyo or another point in Japan, to any point or points in the People's Republic of China.
In the alternative, United's certificate for Route 246 should be amended to authorize the operation of foreign air transportation of persons, property and mail, in combination or separately, between any point or points in the United States, via Tokyo or another point in Japan, to Beijing, Shanghai, Guangzhou, Chengdu, Nanjing, Qingdao, Shenyang, Xiamen, Man, Wuhan, Fuzhou, Guilin, Dalian, Kunming, Changsha, Chongqing, Nanning, Shenzen, Harbin, Chungchan, Zhengzhou, Nanchang, and Lanzhou, China and two additional points in China to be selected by the United States from among Chinese airports open to scheduled international operations.
United has invested millions of dollars in developing services over this important route. So long as the services in these markets remain subject to entry and other restrictions, United will continue to operate consistent with applicable international agreements and will seek renewal for temporary five-year periods so long as that comports with applicable Departmental policy.

United has on file in the above-captioned dockets applications for certificates of public convenience and necessity or for amendments to existing certificates for various countries for which it holds current temporary exemption authority. A list of those countries and the corresponding dockets containing the certificate application and current temporary exemption authority is attached hereto as Exhibit A. United also has on file certificate applications for various countries associated with applications for exemption authority that were never granted for reasons that have never been explained. A list of those countries and the corresponding dockets containing the pending certificate and exemption applications is attached as Exhibit B. As United's applications have been pending before the Department for varying periods of time, some as long as thirteen years, United hereby requests that the Department act immediately on its pending applications for those countries listed in Exhibits A and B in accordance with the procedures set out in the Notice.
