Application for an Emergency Exemption

General Electric Aircraft Engines ("GEAE") has contracted for Antonov to ship three GE90 aircraft engines, and related components, from Wilmington, Ohio to Seattle, Washington. Each engine measures approximately 23.83 x 12.58 x 13.17 feet, and is too large to fit on any freighter aircraft operated by U.S. carriers. The GE90 engines are to be installed on model 777 aircraft manufactured by the Boeing Commercial Airplane Company ("Boeing"). Boeing requires the engines to be transported to Seattle as soon as GEAE has completed their testing and production, so that Boeing can install the engines to meet its airplane delivery commitments. GEAE anticipates that the first engine will be ready for shipment on or about October 7, 1997, the second engine will be ready for shipment on or about October 27, 1997, and the third engine will be ready for shipment on or about October 31, 1997.

Application for Amendment of Exemption Authority

Requests an amendment of its exemption authority, issued by Notice of Action Taken to Antonov dated October 7, 1997 pursuant to 49 U.S.C. § 40109(g), to (1) authorize Antonov to carry two GE90 engines, rather than one engine, on the second of three flights approved by the Department's Notice' and (2) extend the effective dates of Antonov's exemption authority through at least November 14, 1997.

Antonov has just learned that General Electric Aircraft Engines ("GEAE") has requested that Antonov transport two GE90 engines on both of the remaining charter flights from Wilmington, Ohio to Seattle/Boeing Field, Washington. Accordingly. Antonov respectfully requests that Antonov's exemption be amended.

Application for Amendment of Exemption Authority

The readiness for shipment of the fourth and fifth engines described in Antonov's October 27, 1997 amendment application, which were to be shipped before November 14, 1997, has been further delayed by continued material shortages. These material shortages have had a severe impact on GEAE's entire GE90 engine production schedule. As a result of these shortages, GEAE now anticipates that these two engines will be ready to be shipped to Boeing's facility in Seattle on or about November 14, 1997, at the earliest.
