Application for a Certificate of Public Convenience and Necessity

In preparation for the upcoming negotiations, Delta is filing this application to apprise the Department of its immediate route requirements for service to Japan. Subject to the successful conclusion of bilateral negotiations resulting in additional U.S.-Japan route opportunities for U.S. carriers, Delta requests certificate authority to provide daily nonstop service on the following U.S.-Japan routes: (1) Atlanta-Tokyo; (2) Portland-Osaka; and (3) Portland-Fukuoka.

Delta plans to operate its new U.S.-Japan services using McDonnell Douglas MD-11 or other suitable aircraft as Delta may determine to be appropriate and consistent with market conditions at any given time.

Answer of Northwest Airlines

In seeking new route authority, Delta undoubtedly is hoping that the ongoing U.S.-Japan aviation negotiations will authorize the services it seeks and, consequently, that it and other U.S. carriers will soon have the opportunity to compete for new Japan route rights. Should that scenario come to pass, there will be ample opportunity for Delta and other U.S. carriers to file and prosecute competing applications pursuant to the Department's normal carrier selection procedures. There is no benefit to be derived, however, by allowing Delta's application to lie dormant in the docket. Conversely, the pendency of Delta's application may undercut U.S. negotiating leverage in the upcoming round(s) of U.S.-Japan negotiations, by suggesting that the U.S. government is so interested in obtaining new route rights that it might be willing to accede to Japan's desire to curtail existing bilateral rights

Response of The Georgia and Atlanta Parties in Support

There are currently 325 Japanese facilities in Georgia, 89 of them manufacturers. The rest are in sales, service and distribution and most of them are in the metropolitan Atlanta area. Capital investment, both already made and announced to be made by the Japanese companies total $3.12 billion. Employment totals 26,181 with 20,209 in manufacturing plants. In 1995, Georgia exports to Japan totaled $1.42 billion.

Response of Portland in Support

Of U. S. gateways to Japan without service by Northwest or United, Portland is the largest, with more than twice the number of Japan-U.S. passengers as any other such gateway. Portland is currently the third largest U.S.-Japan gateway (behind only New York and Chicago) without nonstop service to Osaka . There are already major corporate connections between Osaka and Portland, including Sharp Microelectronics, American Kotobuki, Matsushita and Toyo Tanso, each of which has major production facilities in the Portland area. Osaka is Japan's second largest gateway, and serves a very heavily populated metropolitan area.
