Application for Expedited Grant of Exemption Authority
US Airways is applying to restore its U.S.-London authority and resume its Philadelphia-Gatwick service beginning in the 1998 summer traffic season. As soon as access to Heathrow Airport is available, US Airways will operate exclusively to that primary London airport from its major hubs in the Eastern United States.

Preliminary Answer of City of Philadelphia, Division of Aviation
On August 26, 1997, US Airways, Inc. ("US Airways") applied for an exemption authorizing it to engage in scheduled foreign air transportation of persons, property and mail between Philadelphia, Pennsylvania and London Gatwick, United Kingdom. US Airways proposes to operate double-daily service in the Philadelphia-London Gatwick market, commencing in March 1998. The City of Philadelphia, Division of Aviation ("Philadelphia") hereby files this preliminary answer in strong support of US Airways' application.

Answer of the City of Philadelphia, Division of Aviation
On September 10, 1997, US Airways, Inc. ("US Airways") filed an application for exemption authority to enable it to operate twice-daily Philadelphia-London Gatwick service beginning in 1998. US Airways requested DOT action by October 24, 1997 to permit it to apply for the necessary slots at the November IATA worldwide slot conference. Also on September 10, the City of Philadelphia, Division of Aviation ("Philadelphia") filed a preliminary answer in support of US Airways' application, indicating in that filing that it would submit a more comprehensive answer by the answer filing date. Philadelphia hereby submits that answer in full support both of US Airways' substantive request for Philadelphia-London Gatwick exemption authority and of US Airways' request for DOT action by October 24, 1997.

British Airways does not have a position on the substance of US Airways' application, but to the extent that it may be relevant to this proceeding, does want to correct a significant misstatement in US Airways' application. US Airways claims that in 1993, British Airways ''forced" (Application, page 2) or ''required" (Application, page 6) US Airways (then USAir) to relinquish its U.S.-U.K. routes. In fact, USAir voluntarily agreed to relinquish its U.S.-U.K. routes in anticipation of governmental requirements, which materialized when the Department of Justice required the relinquishment of the routes as a condition to approval of British Airways' investment in USAir.

American abandoned its service two and a half years ago. Philadelphia and over 60 on-line cities spanning out from US Airways' hub now have the prospect of receiving the substantial benefits of new convenient service to London. Prompt approval of US Airways' application will make this prospect a reality and enable US Airways to seek the necessary operating slots for the launch of London service next spring. US Airways urgently requests that the Department grant approval of US Airways' application at the earliest possible date.

Scheduled foreign air transportation of persons, property, and mail between Philadelphia, Pennsylvania, and London (Gatwick), England.
The City of Philadelphia, Division of Aviation filed an answer in support of US Airways' application. British Airways filed an answer that did not take a position on the substance of US Airways' application but that did, to the extent it might be relevant, take issue with US Airways' characterization of certain past events. (We determined that the matters raised were in fact not relevant to our decision here.) On September 11, 1997, US Airways presented a submission consisting of letters in support of its application.
