The Keene City Council has voted to request the Department of Transportation (DOT) to allow Colgan Air to terminate its subsidized-service effective September 1, 1998. It is our understanding that by doing so, the City preserves its right to petition the DOT to reenter the EAS Program at some point in the future. Because a $50 million budget can no longer cover the program's current commitments, the Administration's budget proposal also includes a proposal to revise some of the standards under which communities are ineligible for subsidy-supported scheduled air service. Under the proposed revisions, communities would not be eligible if they are:
The statutory prohibition against continuing to subsidize communities requiring subsidy of more than $200 per passenger, except for exceptionally isolated points, would remain unchanged. The proposed revisions would allow the Department to continue to meet its core obligation of ensuring that truly isolated communities continue to receive at least a minimum level of scheduled air service and thereby remain connected to the national air transportation system. At the same time, it would curtail spending for local service at communities that are within reasonable driving distances of service at other airports.
In light of the program's current spending rate and the Administration's budget proposal, we have decided to issue this statement of proposed policy now, to give the communities and carriers ample notice of the program reductions that we will implement in the event that Congress enacts them into law. Those reductions will result in the termination of subsidy at the 17 communities listed below as of October 1, 2001 -- the first day of fiscal year 2002 -- and will allow the carriers providing subsidized service at those communities to discontinue service on the same date, if they choose, without the need to provide individual notice. Implementation of the reductions at the very outset of the next fiscal year is necessary for program spending to remain within the proposed $50 million budget. Waiting to initiate the process until Congress has already acted could delay implementation of the reductions and require us to make even deeper program cuts, affecting more communities, in order to remain within our budgetary constraints.

Order 2002-3-27 sets short-term subsidy rates, retroactive to October 1, 2001, for Colgan Air's essential air service (EAS) at Augusta/Waterville, Bar Harbor, and Rockland, Maine, and Rutland, Vermont, through December 31, 2002; at Presque Isle, Maine, through May 31, 2003; and at Beckley and Princeton/Bluefield, West Virginia, trhough July 31, 2002.
Colgan was selected to provide subsidized service to Beckley and Princeton/Bluefield by Order 2000-8-16, with the rate due to expire on July 31, 2002; to Presque Isle/Houlton, Maine, by Order 2001-2-9, expiring May 31, 2003; and at Augusta/Waterville, Bar Harbor, and Rockland, Maine, and Rutland Vermont, by Order 2001-1-22, expiring December 31, 2002. Colgan and the staff have agreed to new subsidy rates for its three subsidized routes. On each route, we have recognized decreased revenue based on the carrier's actual experience since October 1, 2001, and a projected gradual recovery of traffic going forward.

By Order 2002-3-27, March 28, 2002, the Department established final subsidy rates for Colgan's ongoing essential air services at Augusta/Waterville, Bar Harbor and Rockland, Maine, and Rutland, Vermont, through December 31, 2002. Those rates have expired without our having established new rates as yet. Consequently, it is necessary for us to extend the expired rates as interim rates, subject to retroactive adjustment, in order to ensure that Colgan will continued to be paid for its services until the we can establish new final rates retroactive to January 1, 2003. The new final rates may be higher, lower or the same as the interim rates we are extending here.

We will tentatively reselect Colgan to provide essential air service at all of these communities as detailed in Appendix C, for an additional two-year period, except for Rutland. The level of service is the same as before. The proposed rate of $1,166,135 at Presque Isle reflects a significant reduction from the current rate of $1,480,513. The combined rate of $4,722,588 at the other four communities is slightly less than the prior rate of $4,823,420, notwithstanding that Rutland's traffic has decreased dramatically from the last round. 1 Since Colgan's contract at AugustaIWaterville, Bar Harbor, Rockland, and Rutland expired on December 31, 2002, the rate will be effective January 1, 2003. At Presque Isle, the new rate will be effective June 1, 2003.
We request that carriers interested in providing EAS at Presque Isle, Bar Harbor, Rockland, and/or AugustalWaterville, with or without subsidy requests, file proposals within 20 days of the date of service date of this order. We will give full consideration to all proposals filed in a timely manner.

Cape Air's proposal reflects more than a $100,000 annual subsidy savings compared to CommutAir's, while providing substantially greater frequency. Also, the smaller Cessna 402 has considerably lower operating cost than the larger Beech 1900, giving it an inherent cost advantage. As acknowledged by the community, Cape Air also has a sterling reputation providing service in the Boston area.
Normally, these factors would lead to our selection of Cape Air. However, the Rutland community realizes that it is on the cusp of losing its air service. The carriers and community recognize that if annual subsidy per passenger exceeds $200 per passenger after the first year of service, we will be forced to terminate Rutland's subsidy-eligibility. Under these circumstances, we want to afford the community the best opportunity to achieve success by allowing it to receive service from the carrier that has received the overwhelming support of the area's civic, business, and governmental leaders. For these reasons, we will select CommutAir to provide essential air service at Rutland.

Colgan Air has provided scheduled airline services to our airport since 1991. The service provided by Colgan has been reasonable and reliable. They have worked hard to provide this market with airline service that meets the needs of the market. As is evident by the growth in passengers between 1991 and 2004 their efforts seem to have paid off. We are satisfied with the service provided by Colgan. Therefore, we strongly encourage the US-DOT to award the service for the Augusta, Bar Harbor and Rockland, Maine markets to Colgan Air, Inc.

They are the current provider of services. There is no compelling reason, in aircraft provided, schedules of costs that would justify disrupting the current provider of services.
The continuation of a SAAB 340 is preferred to a Beech 1900 aircraft. The City has steadfastly maintained its preference of the larger aircraft and continues to do so. It’s size, cabin class features and bathroom facilities is preferred over the Beech 1900 aircraft. Though we continue to work towards a regional jet type aircraft in the future, the SAAB 340 is the preferred aircraft.
The Colgan Air, Inc. schedule continues the current schedule. This schedule does not cause a disruption to the public.

In conclusion, Colgan offers the communities serviced by the Knox County Regional Airport more frequent flights, proven flexibility, experienced pilots and a track record of customer satisfaction and trust. Continuation, of our long-term relationship is important and recommended. The Knox County Board of Commissioners, comprised of three elected officials, is responsible for the operations at the Knox County Regional Airport. By Order 2004-10-16, October 28, 2004, the Department selected Colgan Air, Inc., to provide essential air service with subsidy support at Presque Isle/Houlton ($1,116,423 annually), August/Waterville, Bar Harbor, and Rockland, Maine ($3,196,426 annually for the three communities), through October 31, 2006, for a combined subsidy of $4,312,849 annually. Under that order, Colgan provides 19 nonstop round trips each week from Presque Isle to Boston, 12 nonstop and 12 one-stop round trips each week from both Augusta/Waterville and Bar Harbor to Boston, and 18 nonstop and 6 one-stop round trips each week from Rockland to Boston. All of Colgan’s service operates under a code-share agreement with US Airways as US Airways Express, and the contract calls for service with 19-passenger Beech 1900 aircraft, although Colgan provides Presque Isle with 34-passenger Saab 340 aircraft at no additional cost to the Department.
As the end of the current rate term approaches, we are here requesting proposals from carriers interested in providing service at the four Maine communities, with or without subsidy, for the two-year period beginning November 1, 2006. Carriers should file their proposals within 30 days of the date of service of this order.
With specific respect to Presque Isle, we ask that carriers submit proposals for three round trips a day to Boston (19 round trips per week) with 15-seat or larger, pressured aircraft. At Bar Harbor, Rockland, and Augusta/Waterville, we expect proposals for four round trips a day (24 per week) if the communities are served over linear routes, or three round trips a day if the service is nonstop turnaround. In order to give the Department and the communities as broad an array of proposals as possible from which to choose, carriers are also welcome to prepare more than one service option.

Colgan Air, Inc. respectfully submits a proposal to continue providing subsidized air service between the communities of Augusta/Waterville, Bar Harbor, Rockland, and Preseque Isle/Houlton, Maine and Boston’s Logan International Airport. Our proposal for Augusta/Waterville, Bar Harbor and Rockland uses Beech 1900 aircraft and would require an annual subsidy of $3,575.592. Our proposal for Presque Isle is budgeted for a Beech 1900 at an annual subsidy of $1,201,476. If awarded the Presque Isle service, Colgan would continue to fly a Saab-340 as long as it remains economically viable.
Colgan is a regional airline operating Saab 340A, Saab 340B and Beech 1900-D aircraft. Colgan operates regional scheduled service as Continental Connection, United Express and USAirways Express under three separate agreements with Continental Airlines, United Airlines and USAirways respectfully. The services offered by Colgan to Augusta/Waterville, Bar Harbor, Rockland & Presque Isle, Maine from Boston Logan Airport will be operated as USAirways Express and will allow for seamless connections to USAirways route system as well as to all Star Alliance member airlines who carry the USAirways code. Colgan is the incumbent carrier, and as such, has consistently surpassed community air service needs as well as demonstrating a commitment to outstanding passenger service.

I would like to update you on the essential air service situation at Presque Isle and give you an opportunity to submit any comments if you wish. In anticipation of the end of Colgan Air's current contract on October 31, 2006, the Department issued Order 2006-6-27, June 27, 2006, to solicit proposals from all interested air carriers to provide EAS at Presque Isle, as well as at Augusta/Waterville, Bar Harbor, and Rockland, Maine, for a new two-year term. At this stage, we would normally ask for your preferences for various carrier and service options. However, in response to that order, Colgan, the incumbent, was the only carrier to submit a proposal. Nonetheless, we want to give you an opportunity to submit any final comments for the record that you may have.
We request that you review Colgan's proposal and submit any comments you may have before we submit a recommendation to the Assistant Secretary. We ask that you submit any comments you may have as soon as possible, but in any case no later than August 18, 2006.

Application for Termination of Service
Please find CommutAir's application for termination of Essential Air Service pursuant 14 CFR 323(a)(1), at Plattsburgh, NY, Saranac Lake, NY and Rutland, VT. The decision to file notice of termination is based on CommutAir's plan to retire its fleet of Beech 1900D airliners as it takes delivery of larger aircraft which are not suited (in the opinion of the Company) for EAS markets of this size.
Please understand, filing notice for termination of service was not an easy decision given our company's long standing relationship with all three communities - especially in the case of PLB which is where our company was founded and has maintained its corporate headquarters for the past 18 years.
It is our understanding the effective date of this termination notice, pursuant 14 CFR 323.5, shall be 90 days from the date which the Office of the Secretary receives this application. Furthermore it is our understanding this filing will set into motion the process of "re-bidding" for air service at all three communities and CommutAir will be obligated to continue current service until such time a new carrier is selected.

Proposal of Colgan Air to Modify Existing Subsidized EAS | Word
Currently, Colgan Air is required to operate 24 trips per week from Bar Harbor, Maine to Boston, with 18 being non-stop and 6 being one-stop. To better conform with passenger traffic needs, Colgan Air is requesting a change of our required service pattern beginning October 15th and continuing through March 31st to operate 19 flights per week between Bar Harbor and Boston; from April 1st to June 14th to operate 24 trips per week; from June 15th to August 31st to operate 33 trips per week; and from September 1st through October 14th to operate 27 trips per week. Over the course of a year, the overall number of required nonstop and one-stop trips will remain the same as in the current order, however; Colgan reserves the right to replace a one-stop flight with a nonstop flight as needed.
Currently, Colgan Air is required to operate 25 trips per week each from both Augusta/Waterville and Rockland, Maine to Boston, with 50% of the flights being non-stop while the other 50% are one-stop flights. Colgan Air is requesting to change our required service pattern beginning Ocotber 15th through March 31st to operate 20 flights per week each between Augusta/Waterville and Rockland, Maine and Boston; from April 1st to June 14th to operate 25 trips per week; from June 15th to August 31st to operate 34 trips per week; and from September 1st through October 14th to operate 28 trips per week. Just as in Bar Barbor, over the course of a year, the overall number of required nonstop and one-stop trips will remain the same as in the current order, however; Colgan reserves the right to replace a one-stop flight with a nonstop flight as needed.
We further propose that the annual compensation rate remains the same and the weekly compensation ceiling remains the same. However, the subsidy rate per flight would change depending on the number of flights per week.

In Colgan’s previous proposal, submitted on September 7, 2007, the company requested the a decrease in the service requirements for Augusta/Waterville, Bar Harbor & Rockland, Maine to 19 trips per week beginning October 15 and continuing through March 31. Based on overwhelming community feedback, Colgan would like to amend this request so that the decrease to 19 round trips does not begin until December 1 and ends on March 31 with these service decreases being balanced with service increases during the months of June, July & August. The paragraphs below detail our new request.

You will be receiving a request from Colgan Air, Inc. for modifications to its EAS schedule for service at Bar Harbor, Augusta and Rockland. The basic thrust of Colgan’s request is to reduce the number of flights per day to BHB in the December, January, February and March time frame and to increase the number of flights in the July and August period. I have reviewed this matter with the Hancock County Commissioners, owners and operators of the Hancock County-Bar Harbor Airport and they have agreed that this proposed change to our EAS schedule is acceptable to them and the airport.

Order Allowing Modified Service Pattern
By this order, the Department allows Colgan Air, Inc., operating as US Airways Express, to modify its essential air service pattern at Augusta/Waterville, Bar Harbor, and Rockland, Maine.
Colgan submitted a proposed change to modify its existing essential air service between Augusta/Waterville, Bar Harbor, and Rockland to Boston's Logan International Airport, to accommodate seasonal changes in demand. Since Colgan will continue to provide the community with its required service over the course of a year at the same total subsidy, the proposed service pattern better matches the seasonal needs of the communities, and the proposal has the full support of the communities, we approve Colgan's request for modification of its service pattern from December 1, 2007, through October 31, 2008, the end of the current contract period.

Ninety-Day Notice of Colgan Air to Terminate Scheduled EAS Service
Colgan Air Inc. gives notice of its intent to terminate service at Presque Isle/Houlton, Maine ninety days from the date of this notice. Colgan Air plans to cease service at Presque Isle/Houlton effective June 28, 2008.
Colgan presently operates 19 non-stop round trips weekly to Presque Isle from Boston. The current service order calls for service with a 19 passenger Beech 1900 aircraft. Colgan currently operates a 34 passenger Saab 340B aircraft on this service.

By this order, the Department is requesting proposals from carriers interested in providing essential air service at Augusta/Waterville, Bar Harbor, and Rockland, Maine, for the two-year period beginning November 1, 2008, with or without subsidy. Proposals are due June 2, 2008.
With specific respect to Augusta/Waterville, Bar Harbor, and Rockland, we expect proposals to Boston or another suitable hub with connections to the national air transportation system with 15-seat or larger, pressured aircraft, with four round trips a day (24 per week) if the communities are served over linear routes, or three round trips a day if the service is nonstop turnaround.
