USA Jet's primary focus has been on satisfying the cargo transportation needs of the automotive industry. Based on the quality and reliability of its service, certain of USA Jet's customers have discussed with it the prospect of USA Jet also accommodating certain passenger transportation requirements. USA Jet therefore plans to add a DC-8-62 combination ("combi") aircraft to its fleet. This aircraft, which will meet Stage 3 noise emission requirements, is configured to carry 28 passengers in addition to cargo in eight pallet positions.

As previously discussed, USA Jet has considered whether to withdraw its application, as amended, in Docket OST-97-2720 (requesting authority to engage in foreign scheduled air transportation of property and mail), and has decided to withdraw that application. Accordingly, USA Jet hereby requests leave to withdraw its application (including the amended document) on file in Docket OST-97-2720, without prejudice to reapplying for such authority at a future date.

Further to my October 31 letter, and as discussed by telephone two days ago, please find enclosed USA Jet's restated balance sheet and income statement as of September 30, 1997. The restatement results from a decision made earlier this week, in conjunction with finalization of USA Jet's audited 1996 financial statements, to write off USA Jet's entire investment in a related company as of December 31, 1996.

USA Jet confirms that its plan for inauguration of scheduled all-cargo service, which involves one aircraft, has not changed. USA Jet also concurs that its FSDO is poised to issue corresponding op specs amendments upon receipt of the go-ahead from the Department.

As to cancellation of redundant DOT certificates, USA Jet will defer to the Department's judgment on the matter. Naturally, this is subject to the understanding that USA Jet's existing authority will not be diminished in any way.

Today, USA Jet's fleet consists of seven DC-9-NSF freighters operated under its Part 121 certificate authority and twelve DA-20 Falcon Jet freighters operated under its Part 135 certificate authority. While USA Jet's charter cargo operations have been and continue to be primarily focused on the automotive industry, it has also provided charter cargo operations for DHL, UPS, and the U.S. Postal Service using its DC-9 aircraft.

USA Jet indicates in its application that its proposed scheduled cargo operation is merely a natural outgrowth of services it has performed on a charter basis. Once USA Jet receives its requested authority, it initially proposes to provide scheduled cargo operations on an Yipslanti-St. Louis-El Paso-Kansas City-Yipslanti routing five times weekly using an aircraft from its current DC-9 fleet. USA Jet indicates that it will be performing these scheduled cargo services for past customers such as the U.S. Postal Service, Integrated Box Companies, and Logistics Providers.
