Federal Express currently provides all-cargo service between the United States and Thailand one day a week over an Anchorage-Narita-Subic Bay-Singapore-Bangkok-Taipei-Anchorage routing. The foregoing flights are operated utilizing the MD-11 freighter aircraft, having a payload capacity of 170,000 pounds. Commencing on September 1, 1997, Federal Express plans to operate five (5) additional U.S.-Thailand frequencies over a round-the-world routing operating eastbound from Newark (one day) and Indianapolis (4 days) to Paris (CDG)-Dubai ( DXB )-Bombay (BOM) -Bangkok (BKK) - Sub ic B ay (S F S) and connecting at Subic Bay to Federal Express flights serving points in Asia and line-haul flights to the U.S. All flights serving Bangkok are operated using 180,000-pound payload DC-10-30 freighter aircraft

Federal Express currently provides all-cargo service between the United States and Thailand at a frequency of five (5) days a week. That service is operated over a round-the-world routing operating eastbound from Federal Express’ hub at Indianapolis (IND) to Paris (CDG)-Dubai (DXB)-Mumbai (BOM)-Bangkok (BKK) -Subic Bay (SFS)-Taipei (TPE)-Anchorage (ANC)-Indianapolis. All of the foregoing flights serving Bangkok are operated using 170,OWpound payload MD-l 1 freighter aircraft.  Federal Express held a preexisting allocation of one (1) Thailand all-cargo frequency, and was granted an allocation of five (5) additional Thailand cargo frequencies by Order 969- 16, served September 19, 1996 in the U.S. Thailand All-Cargo Frequency Allocation Proceeding. The six (6) Thailand frequencies allocated to Federal Express were renewed for a two-year period, through August 29, 1999, by Notice of Action Taken, dated August 29, 1997, subsequently confirmed by Order 97-9-20, served September 2.5, 1997.

This letter is submitted on behalf of Federal Express Corporation for the purpose of advising you that Federal Express plans to begin using its currently-suspended sixth weekly U.S.-Thailand all-cargo frequency on or about September 1, 2000. As you know, Federal Express has been utilizing five of its six allocated Thailand cargo frequencies, but has deferred the activation of its sixth frequency due to prolonged adverse economic conditions affecting U.S.-Thailand cargo traffic demand. The most recent exemption from enforcement of the 90-day dormancy condition applicable to that sixth frequency was granted to Federal Express on November 10, 1999 and expires on July 1, 2000 (see attached Notice of Action Taken, dated November 10, 1999). Under the terms of the foregoing exemption, the now-deferred 90-day dormancy period would begin to run on July 1, 2000, and would not run out until September 29, 2000, which is later than the date on which Federal Express plans to begin using its sixth Thailand frequency. For that reason, Federal Express does not currently plan to apply for a further extension of its existing dormancy condition exemption, but Federal Express reserves the right to apply for renewal of that exemption if unforeseen changed conditions require it to do so.
