Requests an exemption from 49 U.S.C. 41301 and from any other provisions of Title 49 and the Economic Regulations of the Department as necessary to permit LACSA to engage in (i) the scheduled foreign air transportation of persons, properly and mail; and (ii) charter transportation of persons and cargo to the extent permitted by the Air Transport Agreement between the United States and Costa Rica.

Exemption from 49 U.S.C. 41301 to conduct scheduled foreign air transportation of persons, property and mail from points behind Costa Rica, via Costa Rica and intermediate points, to any point or points in the United States, and beyond. Additionally, the applicant requested an exemption to conduct charter foreign air transportation of persons, property and mail between: (1) any point or points in Costa Rica and any point or points in the United States; and (2) any point or points in the United States and any point or points in a third country or countries, provided that such service constitutes part of a continuous operation, with or without a change of aircraft, that includes service to Costa Rica for the purpose of carrying local traffic between Costa Rica and the United States.

Hereby requests renewal of the exemption authority granted to it by the Department of in the above-captioned docket to perform scheduled foreign air transportation of persons, property and mail from points behind Costa Rica, via Costa Rica and intermediate points, to any point or points in the United States, and beyond. LACSA also requests renewal of its authority to operate charter flights between any point in Costa Rica and any point in the United States, and between any point in the United States and points in third countries. LACSA currently operates scheduled services to several U.S. cities with its own aircraft and in conjunction with its codeshare partners, including San Francisco. Los Angeles, New York/Newark, Washington, D.C., Miami, New Orleans and Dallas/Ft. Worth. LACSA also operates occasional charter services to the United States.
