Order Tentatively Reselecting Carrier, Establishing Subsidy Rates, and Requesting Carrier Proposals

We have reviewed WestAir's proposals and the community s traffic history and find that the restoration of subsidy for the service levels that were in place before the program-wide reductions is appropriate. We also find that WestAir's service has been reliable and its proposed subsidy is reasonable. In that respect we note that Crescent City's traffic has grown steadily and that WestAir has acknowledged the community's traffic-generating potential by continuing to provide three round trips a day, despite the fact we have been subsidizing only ten round trips a week. The subsidy rate we are tentatively authorizing here reflects the full three-round-trip-a-day service pattern.

The Board of Supervisors has no objection to issuance of the order; however, request is hereby made that clarification be provided as to the actual rate to be charged for flights from Crescent City to Sacramento. As noted in my letter of July 16, 1997, Appendix B of the order indicates a fare of $68 for a trip from Crescent City to Sacramento. I also informed you that during the week of July 14, 1997, the quoted fare was $189 one-way to Sacramento, and we actually paid $419 for a round-trip ticket to Sacramento. Is there any way we can assure that we do not pay more than $68 for a one-way ticket and $136 for a round-trip ticket?

We will tentatively reselect SkyWest to provide essential air service at Crescent City, as detailed in Appendix A, for an additional two-year period, from January 1, 2000, through December 31, 2001, for an annual subsidy of $314,865. SkyWest has provided reliable essential air service at Crescent City since June 1998, and at other communities in California and Utah. The rate appears to be reasonable for the level of service to be provided and provides the carrier the flexibility to offer the community service to Sacramento and/or San Francisco in a mix that it deems most responsive to the community's transportation needs. The community supports SkyWest's decision to offer some service to San Francisco as an alternative to service to Sacramento. SkyWest has experimented with Crescent City's service by providing one of the three round trips a day nonstop to San Francisco and that service has generated more passengers on a per-flight basis than the Sacramento service, and is projected to require slightly less subsidy support than service to Sacramento. While we have costed SkyWest's proposal on the basis of providing nonstop San Francisco service, we will allow the carrier to offer service to either San Francisco or Sacramento.

We will tentatively reselect SkyWest to provide essential air service at Crescent City as detailed in Appendix C, for an additional two-year period. The level of service is the same as before and the level of subsidy is approximately the same.

In response to our inquiry SkyWest submitted and negotiated a renewal proposal for an additional two-year rate term. (See Appendix B to this order for a summary of the subsidy computation for SkyWest.) SkyWest's proposed service would be the same as the historical service level. It would provide a total of 18 one-stop round trips a week to either San Francisco or Sacramento. Historically, SkyWest has provided a daily nonstop to San Francisco and the remainder of the service to Sacramento over Eureka. This service pattern allows Crescent City passengers to disembark at Eureka and make connections on SkyWest to San Francisco or stay on the airplane and continue to Sacramento. Based on informal rate discussions held between the carrier and the Department staff, an annual subsidy rate of $333,717 was agreed upon.

As is our usual program practice, we will allow interested parties 20 days to object to our decision and/or to file competing proposals. If no timely objections or competing proposals are filed this order will automatically become final. We expect persons objecting to our tentative decision to support their objections with relevant and material facts. We will not entertain general, vague, or unsupported objections.

I would like to update you on the essential air service situation at Crescent City and give you an opportunity to submit any final comments before we issue a final order selecting a service option for a prospective two‑year period.

By Order 2004-1-20, we solicited proposals from carriers interested in serving Crescent City, following the expiration on December 31, 2003, of our two-year selection of SkyWest Airlines, d/b/a United Express. In response to our request, we received a proposal with two options from SkyWest. SkyWest agreed to modify its proposal by adding a third option and reducing its projected subsidy need in the two earlier options. All service would be with 30-seat Brasilia aircraft, and Appendix A summarizes the three options. Under Options A and B, SkyWest would be able to substitute San Francisco for Sacramento service, but would be required to provide a minimum of six nonstops a week to San Francisco.

Order Requesting Proposals

By Order 2004-7-29, July 29, 2004, the Department re-selected SkyWest, Inc, d/b/a United Express, to provide subsidized essential air service at Crescent City, California, through July 31, 2006. Under that order, SkyWest provides eighteen round trips per week to either Sacramento or San Francisco, but at least six must be to San Francisco. Service to San Francisco must be nonstop, and service to Sacramento may have up to one intermediate stop. All service was to be with Embraer Brasilia aircraft, with an annual subsidy of $816,025.

As the end of the current rate term approaches, the Department is requesting proposals from carriers interested in providing essential air service at Crescent City, California, for a new two-year period, beginning August 1, 2006, with or without subsidy.

Specifically, we request proposals to either San Francisco or Sacramento, with sufficient capacity to accommodate the historical traffic, as shown in Appendix B, at reasonable load factors. We note that two of SkyWest's three round trips a day stop at Eureka, a nonsubsidized large traffic-generating community whose traffic preempts seats available for Crescent City passengers. Under that service pattern, we might be willing to continue to subsidize three round trips a day with 30-seaters. If all the proposed service were nonstop with 30-seaters, we would be inclined to subsidize only two round trips a day.

Re: Proposals of SkyWest Airlines

Proposal 1: Continuation of our current service pattern which consists of six weekly round trips to San Francisco and twelve weekly one-stop round trips to Sacramento. The subsidy requirement for this proposal is $957,025. On the Sacramento one-stop service, we only cost the CEC to Arcata portion, but commit to the down line service to SMF.

Proposal 2: Twelve weekly round trips to SFO. This service pattern concentrates on the SFO route with the greater passenger demand. The total subsidy required is similar to our current service pattern due to the long stage length, however many more passengers are served for the same money. Total subsidy required is $915,503.

Proposal 3: Similar to proposal two (twelve weekly round trips to San Francisco) plus six weekly one-stop trips to SMF. Our schedule shows a subsidy requirement of $1.3 million however, we would agree to this service pattern for the same price as Proposal 1, $957,023.

All flights will be operated as United Express, pursuant to a code-sharing arrangement with United Airlines and we will provide access to the national transportation system in San Francisco. The service will be provided with 30-passenger Embraer Brasilia aircraft.

DOT Letter to Mayor Glenn Gary Requesting Final Comments

I would like to update you on the essential air service situation at Crescent City and give you an opportunity to submit any final comments before we issue a final order selecting a service option for a prospective two-year period.

The current contract between SkyWest Airlines, Inc., and the Department, as outlined in Order 2004-7-29, will expire on July 31, 2006, so Order 2006-3-32 (Docket 2649), solicited proposals from carriers interested in serving Crescent City, beginning August 1. In response to our request, we received proposals from only one carrier, SkyWest, which submitted three options for consideration. All of SkyWest’s options would extend for the two-year period, through July 31, 2008, and would operate with 30-seat Brasilia aircraft as United Express.

We request that you review each proposal and submit any comments you may have before we submit a recommendation to the Assistant Secretary. We request that you submit comments by May 22, 2006. Also, you should rank each option in order of your preference.

Del Norte County in Support of SkyWest Option C

I have discussed the options with County Supervisors and as many stakeholders as possible. The consensus seems to be in favor of Option C: with 30-seat Brasilia aircraft operating as United Express.

It is requested that the scheduled flight times of these trips provide for the most efficient business hour connections possible. Allowing for same day round-trip connections either through Arcata or San Francisco.

Order Reselecting Carrier

By Order 2004-7-29 the Department selected SkyWest to provide essential air service to Crescent City, California, through July 31, 2006, at an annual subsidy rate of $816,025. The carrier was selected to provide six nonstop round trips per week to San Francisco and twelve one-stop round trips per week to Sacramento with 30-seat Brasilia aircraft. Because the contract for SkyWest is due to expire on July 31, we requested proposals to provide subsidized service by Order 2006-3-32, April 4, 2006

SkyWest. d/b/a United Express, was the only the carrier to submit a bid, which had three options. All three were based on 30-seat Brasilia aircraft.

We have decided to select Option C, the community's first choice. We have reviewed SkyWest's proposal and find it reasonable. SkyWest's proposal calculated a subsidy-need of $ 1,325,658 for this service, but requested only $957,025, the same as Option A, the current service pattern, and only $41,522 more than Option B, the least expensive option. Crescent City is one of the top two or three traffic-generating communities in the EAS program. We note too, that if fuel prices had remained stable, the subsidy need at Crescent City would have decreased. Based on the high passenger levels, community's support for Option C, and the small additional subsidy this option requires, we will select Option C.

By this order, we are reselecting SkyWest Airlines, Inc., d/b/a United Express, to provide subsidized essential air service at Crescent City, California, for the two-year period from August 1, 2006, through July 31, 2008, at an annual rate of $957,025.

Order Requesting Proposals

By this order, the Department is requesting proposals by March 7, 2008, from carriers interested in providing essential air service at Crescent City, California, for a new two-year period, beginning August 1, 2008, with or without subsidy. Carriers should file their proposals by March 7.

Passengers overwhelmingly use the nonstop flights to San Francisco compared to the one-stop service to Sacramento. Because the vast majority of passengers use the San Francisco service, we will entertain proposals for stand alone nonstop service to San Francisco consisting of fourteen nonstop round trips per week.

Proposal of SkyWest Airlines

Our proposal is to continue our current service pattern of two daily round trips to San Francisco, and one daily round trip to Eureka which provides connections to the state capital Sacramento. Service will be with the 30 passenger Embraer Brasilia aircraft which is a twin turboprop, two crew, one flight attendant, and pressurized aircraft. These flights will all be flown as United Express, providing connections in San Francisco to the national transportation system.

As you know, by Order 2008-1-28 the Department requested "best and final" proposals to serve Crescent City, California, for a new, two-year period beginning August 1, 2008. The Department is currently paying SkyWest Airlines, Inc., d/b/a United Express, an annual subsidy of $957,025 for eighteen round trips per week with 30-Seat Brasilia aircraft. Service consists of twelve nonstops to San Francisco and six one-stops to Sacramento.

While there are no options from which to choose, we nonetheless wanted to give you an opportunity to submit any comments on the record, if you wish, before we present our recommendation to the Assistant Secretary who will make the final decision in this case. We ask that you submit any comments you have as soon as possible, but in any case no later than March 25.
