for Renewal of Certificate of Public Convenience and Necessity
The Continental certificate for Route 171 was transferred to Continental Micronesia by Order 92-9-29 and made effective by Order 92-11-46 in Docket 48238. Segment 3 of Route 171 authorizes Continental Micronesia to operate "[b]etween the terminal point Saipan, Commonwealth of the North Mariana Islands, and intermediate points and a terminal point in Japan (other than the Ryukyu Islands)"; Segment 4 of Route 171 was amended by Order 95-1-41 to authorize Continental Micronesia to operate "between Honolulu, Hawaii and the Philippines"; Segment 5 of Route 171 authorizes Continental Micronesia to operate "[b]etween the coterminal points Saipan, Commonwealth of the Northern Mariana Islands; Guam; the Trust Territory of the Pacific Islands (Palau); and the Federated States of Micronesia; and a point in the Philippines"; Segment 6 of Route 171 authorizes Continental Micronesia to operate "[b]etween the coterminal points Saipan, Commonwealth of the Northern Mariana Islands; and Guam, on the one hand; and Fukuoka, Japan, on the other hand." The authority for all these route segments expires November 24, 1997.

The State of Hawaii has accorded a very high priority to its international air services, especially to points in Asia. Continental Micronesia's services provide valuable benefits to the State of Hawaii by linking the State to an important hub in Asia. Experience has shown that the amount of tourism revenue enjoyed by a particular locale is directly related to the availability of convenient and economical air transportation. A full network of air service to Hawaii not only benefits the aviation-related community, but its effects are felt throughout the whole economy including hotels, restaurants, and other related service sectors.

Continental Micronesia is truly one of the most respected corporate citizens of the islands of Micronesia and the Pacific, and is very sensitive to the air services needs of island people. For the Northern Mariana Islands, Guam, and all of the islands of Micronesia, Continental Micronesia has been a pioneer in Pacific aviation, bringing the islands into the 20th Century and contributing tremendously to their tourism industry.

Specifically, Continental Micronesia seeks to renew its authority for the following segments of its Route 171 certificate:
Continental Micronesia is currently providing extensive U.S.-Asia service as authorized by Segments 3-6 and 12 of its Route 171 certificate authority. The routes covered by this renewal application are integral to Continental Micronesia’s overall Asian services, and renewal of Continental Micronesia’s authority is consistent with U.S. policy, the applicable bilateral aviation agreements and the public convenience and necessity within the meaning of 49 U.S.C. § 41102.

Amendment to Application for Certificate Authority
Continental Micronesia amends its May 8, 2002, application for renewal of certain segments of its certificate for Route 171 to request, pursuant to 49 U.S.C. § 41102 and Subpart B of the Department's Rules of Practice, an amendment of its certificate for Route 171 to include authority, pursuant to the Department's August 23, 2005 notice on streamlining regulatory procedures, to provide scheduled air transportation of persons, property and mail between Guam and Cairns, Australia; Guam and Nagoya, Japan; and Honolulu and Nagoya, Japan. Continental Micronesia also requests authority to integrate this new authority with certificate and exemption authority already held by Continental Micronesia. Continental Micronesia asks that this authority be effective for at least a five-year period and that this application be processed by expedited non-hearing procedures pursuant to Subpart B of the Department's Rules of Practice.
Continental Micronesia recognizes that its request for route integration authority will become moot if the Department issues a final order granting Continental Micronesia's application for certificate authority granted tentatively by Order 2005-12-5.
