amends its application for renewal of its Route 381 authority currently pending in Docket 45131 to include a request for an amendment to that certificate adding authority to provide service between Newark, New Jersey and Caracas, Venezuela. Continental is reinstituting service in the Houston-Caracas market on December 15, 1997, and it seeks certificate authority to institute Newark-Caracas service on April 5, 1998 so Continental can provide important competitive benefits and service options to U.S.-Venezuela travelers.

Application for Renewal

Renewal of its Route 381 certificate authorizing Continental to provide scheduled foreign air transportation of persons, property and mail between the coterminal points New Orleans, Louisiana; and Houston and Dallas/Ft. Worth, Texas; and the coterminal points Maracaibo and Caracas, Venezuela and between Newark, New Jersey and Caracas, Venezuela, and to combine this authority with its other certificate and exemption authority. Continental currently operates nonstop B-737 service between Houston and Caracas and between New York/Newark (Liberty International) and Caracas.

Re: Renewal of Certificate Renewal

Continental Airlines asks the Department to waive Part 377.10(c)(1) of its Special Regulations and continue the effectiveness of Continental's U.S.‑Venezuela Route 381 certificate authority pending Department action on Continental's application for renewal. Due to an administrative error, Continental's Route 381 renewal application was inadvertently submitted fewer than 180 days prior to its expiration. Continental requests a waiver to ensure its ability to continue its operations if the Department does not act on Continental's application by February 5, 2004. No party answered Continental's Venezuela renewal application November 11, 2003, when answers were due.
