Application for Approval of Agreements by the International Air Transport Association

Insofar as this agreement concerns fares or rates between non-U.S. points, in which respect they have at most indirect application in foreign air transportation, the U.S. authorities have recognized (e.g. Order 79-8-194, August 30, 1979) that the interests of other sovereign nations in the conditions governing air transportation between them greatly exceed any that the U.S. might have by reason of U.S. airline, citizen or shipper participation. This agreement is not adverse to the public interest or in violation of the Act and, therefore, full immunity should be granted.
AT THE 1996 TC3 MEETING SPECIAL FARE ADD-ON AMOUNTS IN THAILAND WERE PROPOSED AND AGREED. THESE AMOUNTS WERE CIRCULATED IN MEMORANDUM PTC3 0045 DTD 17 DEC 96. IT IS PROPOSED TO REMOVE THE INCONSISTENCY BETWEEN THE TEXT OF RESOLUTION 015V AND THE AMOUNTS ADOPTED BY THE TC3 MEETING.

The agreement in Docket OST-97-2505 makes it clear that special fare add-on amounts agreed for Thailand apply to travel throughout all of TC3 (Asia/Australasia/Pacific Islands) rather than just Korea, New Zealand and the Philippines. The agreement in Docket OST-97-2518 denominates all fares, rates and related charges from Guinea-Bissau in terms of the CFA franc as a result of its recent membership in the CFA zone and the resultant change in its currency from the peso to the CFA franc.
