Supplement No. 1 to Application for Foreign Air Carrier Permit

At the request of the Department Staff, Turkish Airlines submits this Supplement No. 1 to the Application for Foreign Air Carrier Permit, which Turkish Airlines filed on April 29, 1997. The Staff requested that Turkish Airlines provide more recent financial information than that contained in the Application, if such was available. The Staff also requested additional information concerning an accident on a domestic Turkish Airlines flight on December 29, 1994, which is referred to in Exhibit THY303 of the Application. With regard to the latter, the Staff inquired, in particular, whether a Turkish Government investigation of that accident had been conducted and, if so, whether any violations of Turkish aviation regulations had been found

On April 29, 1997, Turkish Airlines filed its Application for a Foreign Air Carrier Permit. The Application requests a permit to engage in scheduled foreign air transportation between a point or points in Turkey and the U.S. coterminal points New York and Chicago, via intermediate points or nonstop. At the request of the Department Staff, Turkish Airlines submits this Supplement No. 2 to clarify that the specific intermediate points encompassed by the Application are Brussels and Amsterdam, which points have been selected by the Government of Turkey under the U.S.-Turkey Air Transport Agreement. Accordingly, Turkish Airlines clarifies that its request in this docket, as it relates to scheduled air transportation, is for a foreign air carrier permit to engage in the scheduled foreign air transportation of persons, property and mail between a point or points in Turkey and the U.S. coterminal points New York and Chicago, either nonstop or via the intermediate points Brussels and Amsterdam.

The captioned applicants seek foreign air carrier permits under section 41301 of Title 49 of the U.S. Code in the indicated dockets. The applications are fully described in attachments to this order. Because the public interest bases for granting these applications are clear, the applicants' fitness is established by evidence of record and unchallenged, and there are no significant ownership and control questions, it is appropriate to use this simplified, Subpart Q procedure to grant the requested authority.
