OST-97-2347 - Exemption - Integration of Route Authority

By renewing Continental's integration exemption, the Department will ensure that Continental has the ability to provide air transportation services to travelers and shippers with the greatest flexibility possible under applicable bilateral aviation agreements. Although Continental would also be able to integrate its authority on the certificates and exemptions subject to this exemption with its authority on Routes 645, 682, 699, 729, 733, 739, 753, 758, 792 and 808, which permit route integration even though those certificates are not specified in this exemption authority, Continental asks that they be included for administrative convenience so all relevant routes will be covered by the same route integration exemption order.
The Department has not acted on American's January 23, 1998, petition in Docket OST-98-3375 (supported by China Airlines, Delta, Northwest and United) to make various authorities indefinite.

OST-97-2347 - Exemption - Integration of Route Authority

American Airlines, Inc. hereby answers in support of the application filed on December 7, 2004 by Continental Airlines, Inc. seeking renewal of its route integration exemption authority for an indefinite term, provided that American is accorded similar treatment when it seeks renewal of its equivalent exemption in OST-1997-2336.
American believes that except in extraordinary circumstances, the Department should issue all exemptions for international route authority for an indefinite term, consistent with the petition American submitted on January 23, 1998 for a policy statement under 14 CFR Part 399 (OST-1998-3375) . Such a policy would serve the public interest by relieving the Department and the airlines of repetitive and unnecessary paperwork burdens, which are reflected in the attached docket summaries for Continental (OST-1997-2347) and American (OST-1997-2336).

Re: Answer of Northwest Airlines
On December 7, 2004, Continental Airlines, Inc. filed in this docket an application for renewal of its route integration exemption authority. Continental requested that the Department renew this exemption for an indefinite term. Northwest Airlines, Inc. hereby answers in support of the relief requested by Continental, provided that the Department also grants Northwest’s request for similar relief. See Amended Application of Northwest Airlines, Inc. for Renewal of an Exemption, being filed in Docket OST-2000-8119 concurrently with this Answer.
It is unquestionably in the public interest for the Department to grant route integration authorities to U.S. air carriers on an indefinite basis. By doing this, the Department will immediately reduce the paperwork burden faced by the U.S. air carrier community, as well as the paperwork burden faced by the Department itself. And no U.S. air carrier will be prejudiced by the Department granting such relief.
