Notice of Action

Integrate existing authority on Routes 57 and 603 and to integrate services on segments 1, 2, and 5 of Route 603 in order to combine its scheduled foreign air transportation authorized on these routes and segments. United also requests amendment of this authority to permit United to integrate its existing certificate authority on Routes S7, ITS, 130, 246, S52, 566, 588, 603, 624, 632, 664, 669, 67S, 703, 718, and 720.

Corrects Notice of Action Taken dated May 6, 1997, to reflect United’s application for and the Department’s approval of authority to integrate services on all of the named routes.

The captioned U.S. air carriers have applied for various forms of authority or relief from Title 49 of the U.S. Code or regulations or orders of the Department in order to perform the air transportation activities shown in the attached Notices of Action Taken. Because of the imminence of these operations, we approved them by telephone, subject to adherence, by each applicant, to the conditions set forth in its certificate(s) of public convenience and necessity, and/or conditions attached.

United requests the Department to renew its exemption most recently renewed and amended by Order 97-6-16 authorizing integration of service on Routes 57, 115, 130, 246, 552, 566, 588, 603, 624, 632, 664, 669, 675, 703, 7187 720 and integration of services authorized by segments 1, 2 and 5 of Route 603, and to amend that authority to allow United to integrate services authorized in its Certificates of Public Convenience and Necessity for Routes 1 and 747 and currently held exemptions to permit foreign air transportation serviced involving any points named in the above certificates of public convenience and necessity and exemptions, to the extent such integration is consistent with applicable international agreements.

    Service List  

United currently operates services integrating its various transatlantic route authorities pursuant to the route integration granted in this docket. These services include code sharing via London and points in Germany to points beyond in numerous countries. Such code sharing is operated in conjunction with United's partners such as Lufthansa German Airlines, British Midland Airlines, and SAS. Continuing these services is consistent with the U.S. international aviation policy favoring code-sharing and the Department's studies which recognize the benefits of this practice.

OST-97-2126 April 8, 2003 Application for Renewal of an Exemption Route Integration

United holds various Certificates of Public Convenience and Necessity and exemptions authorizing it to engage inter alia, in scheduled foreign air transportation of persons, property, and mail. See, e.g., Orders 2002-5-25, 2002-2-1 and 2000-8-19. Further, United is fit, willing and able to perform, and currently is performing, such scheduled foreign air transportation and is well-suited to provide such service in the future. United requests that the Department take official notice pursuant to Rule 24 of its Procedural Regulations of all data filed to establish such fitness.

United currently operates services integrating its various transatlantic route authorities pursuant to the route integration granted in this docket. These services include, for example, code sharing in conjunction with United's code share partners via London, Brussels, Paris, and points in Germany to points beyond in numerous countries.

OST-97-2126 - Route Intergration

Notice of Route Integration

On September 4, 2003, United plans to offer service between Seattle, WA and Beijing, People's Republic of China via Tokyo, Japan. United's authority to operate this service is derived from its Certificate of Public Convenience and Necessity for Route 130, Segment 10 (Seattle-Tokyo) and its Certificate of Public Convenience and Necessity for Route 246 (Tokyo-Beijing). Both of those certificate authorizations were in effect at the time that the route integration exemption in this proceeding was last renewed. United's new Seattle-Tokyo-Beijing service is fully consistent with both the U.S./People's Republic of China and the U.S./Japan bilateral air services agreements. United will operate its Seattle-Tokyo-Beijing using seven of the 21 frequencies it has been allocated under the U.S.IPRC bilateral agreement.

Gives notice of the integration of route authority on its Certificates of Public Convenience and Necessity for Routes 632 and 57 and its exemption in Docket OST-95-556 (Order 98-1-17)1 to the extent necessary to provide the following service: On December 20, 2003, United plans to begin once weekly seasonal service between Chicago, Illinois and Grand Cayman, Cayman Islands with 138-seat A320 aircraft. United's authority to operate this service is derived from the above- referenced certificate and exemption authorities, all of which were in effect at the time United's route integration exemption in this docket was last renewed.

Application for Renewal and Amendment of an Exemption

United's authority to integrate all of its existing certificate and exemption authority was last renewed by Notice of Action Taken, dated April 16, 2004, in the above-captioned docket. The authority is currently effective through April 16, 2006.

United hereby requests renewal of its exemption authority for a minimum period of two years or until it is granted a blanket route integration certificate.

United also requests that its route integration exemption be amended to include prospectively granted certificate and exemption route authority in accordance with the tentative decision of the Department in Docket OST-2005-22228 to grant carriers blanket route integration certificates covering all current and prospective route authorities.
