Guja's renewal application is limited in scope and is non-controversial. Transportation services proposed by Guja are substantially identical to those it performed between Mexico and the United States during the past year, i.e., highly personalized transport services to executives and their invitees using small, business-type aircraft.

Application for Renewal of Exemption
Guja, S.A. de C.V. hereby applies for renewal of its exemption from 49 U.S.C. §41301, which authorizes Guja to engage in charter foreign air transportation of passengers between Mexico and the United States, and other passenger charter operations in accordance with 14 C.F.R. Part 212, using small aircraft. Guja also requests renewal of its stopover privileges and continued relief from the Department's requirement to provide advance notice of each flight, or series of flights, between Mexico and the United States.
The Department granted the above authority to Guja pursuant to a Notice of Action Taken dated June 22, 2005. Guja requests that the Department renew this authority, which is scheduled to expire June 22, 2006, for a period of at least two years.

Application for Renewal of Exemption
Guja first obtained Part 129 Operations Specifications from the Federal Aviation Administration International Field Office in San Antonio in October 1997. Guja's most recent OpSpecs were issued by the FAA DFW-IFO in Ft. Worth, Texas, with an effective date of July 28, 2006. Guja's only aircraft, a Learjet 35A, is configured for eight passenger seats.

As to the other applicants, we have decided, on our own initiative and in the interest of administrative efficiency, to grant the exemption authority for a two-year term.
