Seeks a foreign air carrier permit authorizing it to provide charter combination foreign air transportation between a point or points in Argentina, and a point or points in the U.S.  Plans to operate these charters with one of its own combination aircraft, which it will operate in its own right. LAPA currently operates a fleet of seventeen (17) B-737-200's, two (2) B-757-200's, and four (4) Saab SF-340A's.

Motion for Leave to Late File and Answer of The Government of Puerto Rico

In the instant applications, LAPA is seeking the DOT authority necessary to commence a planned Argentinaoriginating charter program. This type of program will help to build air service demand and thus will advance Puerto Rico's air service development objectives. Puerto Rico accordingly supports LAPA's applications. Because the initially proposed program is limited to six flights, on dates that in several cases already have passed, expeditious consideration is clearly warranted. Puerto Rico hopes the Department will be able to grant LAPA's applications in the near future.

Puerto Rico recently launched an air service financial incentives program, through which Puerto Rico is offering revenue guarantees to airlines willing to commit to the development of air service in unserved or underserved San Juan markets. Under the program, Puerto Rico initially has invited airline proposals for services to/from Toronto, Mexico City, Argentina, Brazil and Chile.

Lineas Aereas Privadas Argentinas, S.A. respectfully requests that the Department renew its exemption authority to the extent necessary to enable it to continue to conduct charter foreign air transportation of persons, property and mail between Argentina and the United States; and to perform other charters in accordance with Part 212 of the Department’s regulations. In the alternative, LAPA requests such other, further or different relief as the Department may deem necessary and proper.
