No. 3 to the Application and Motion to Withhold Information from Public Disclosure
Responds to the Department's request for information necessary to complete the Application in the instant docket. The following material is intended to respond fully to the Department's question concerning the Applicant's proposed Director of Safety.

By Order 97-6-15 , issued June 11, 1997 , we directed all interested persons to show cause why we should not make final our tentative findings and conclusions stated in it and award a certificate of public convenience and necessity to Accessair Holdings, Inc., authorizing it to engage in interstate scheduled air transportation of persons, property, and mail. Interested persons were given 15 days to file objections to the order.
Should Accessair propose to operate more than 6 aircraft, we direct it to notify the Department in writing at least 45 days prior to the proposed operation.

AccessAir Holdings, Inc. ("AccessAir"), hereby respectfully moves for a ninety-day extension of the one-year deadline for the commencement of actual flying operations set forth in its certificate of public convenience and necessity. That certificate was attached to Order 97-7-1, issued July 1, 1997, and served July 8, 1997, and authorized AccessAir to engage in interstate scheduled air transportation of persons, property, and mail.

By Order 97-7-1, issued in the instant docket July 1, 1997 and served July 8, 1997, the Department awarded AccessAir Holdings, Inc. ("AccessAir") a certificate of public convenience and necessity authorizing it to engage in interstate scheduled air transportation of persons, property, and mail.

AccessAir respectfully requests an additional extension of 30 days, until February 7, 1999, of the period within which it must commence commercial operations. AccessAir will file updated financial and other information within the next two weeks to facilitate the Department's issuance to AccessAir of a final certificate of public convenience and necessity to engage in the interstate transportation of persons, property, and mail.

Accessair's operating proposal changed since its initial fitness determination. Initially, the company's plan was to begin offering a total of 13 scheduled round-trips between Des Moines and the Quad Cities (Davenport and Bettendorf, Iowa, and Moline and Rock Island, Illinois), and the cities of Wichita, Los Angeles, and New York using three 117-seat Boeing 737-200A aircraft. During the first year, Accessair planned to expand its operations to Wichita and to add service between Des Moines and the Quad Cities and Washington, D.C., and San Francisco with the addition of three more B-737 aircraft. The company's revised initial plan will be service from Des Moines to Los Angeles (nonstop) and New York LaGuardia (one stop in Moline and Peoria) using two B-737200 aircraft. In addition, Accessair plans to add a third B-737 aircraft in the latter part of its first year of operations. Accessair furnished letters dated January .22, 1999, from Bankers Trust, West Des Moines State Bank, and Merrill Lynch verifying that it had a total of $4.1 million on deposit in its accounts.
