The captioned applicants seek grant, renewal, and/or amendment of certificates of public convenience and necessity under section 4 l l 02 of Title 49 of the United States Code. The applications are fully described in the attachments to this order. Because the public convenience and necessity bases for granting these applications are clear, and the applications are not controversial, it is appropriate to use this simplified, Subpart Q procedure to grant the requested authority.

By Orders 97-10-8 and 98-6-22, the Department renewed and amended United's certificate for Route 130, segments 1, 4, 6 ,7, 9 and 10, authorizing United to engage in scheduled foreign air transportation of persons, property and mail between points in the United States and Japan, the Philippines and Vietnam. That authority was issued for periods of five years. By this application, United asks that this certificate authority be renewed indefinitely or at a minimum for a period of five years.
The Department has previously deferred action on United's request to renew its Vietnam authority. See Orders 97-10-8 and 92-3-38. However, in March 2000, the U.S. and Vietnam entered into an agreement allowing, inter alia, third country code sharing between the U.S. and Vietnam. The Department subsequently awarded third-country code-sharing frequencies to United, Northwest and Delta and granted Northwest and Delta exemption authority to serve Vietnam, noting that United already holds the underlying authority. Order 01-8-21 at 2, n.4, and 3. United is operating code-share services to Vietnam and requests that the Department now act to renew its Vietnam certificate authority for at least the same term as its other temporary certificate authority herein.
Pursuant to its certificate for Route 130, United currently offers scheduled transportation between the United States and Japan, directly and via codeshare, and between the United States and Vietnam, via codeshare. United plans to continue such In the Japan market, United currently flies daily nonstop service between Honolulu/Los Angeles/New York-JFK/Seattle and Narita, double daily between Chicago/San Francisco and Narita and daily between San Francisco and Osaka. United also places its code on daily nonstop flights operated by All Nippon Airlines between Narita and Honolulu/Los Angeles/New York-JFK/San Francisco and Washington-Dulles.
United is continually reviewing the U.S.-Philippines marketplace and hopes to re-enter the market either in its own aircraft or under a codeshare arrangement, or both, pursuant to its authority in this certificate for Route 130. Before restarting service in its own aircraft, United will request an appropriate allocation of frequencies from the Department under the U.S./Philippines bilateral air services agreement. Renewal of United's authority to serve Japan, the Philippines and Vietnam is clearly in the public interest. United does not anticipate any difficulties in obtaining adequate supplies of fuel for the operations.

Application for Renewal of Certificate for Route 130
By Order 2003-10-12, the Department last renewed United's certificate for Route 130, segments 1, 4, 6, 7, 9 and 10, authorizing United to engage in scheduled foreign air transportation of persons, property and mail between points in the United States and points in Japan, Vietnam and the Philippines. That authority was issued on October 14, 2003 for a period of five years ending on October 14, 2008. United asks that this temporary authority be renewed indefinitely or, at a minimum, for a period of an additional five years.
United currently operates service to both Japan and Vietnam. It also codeshares on services operated to those countries by its partners. United's nonstop services to Japan are operated from its US gateways of Honolulu, San Francisco, Los Angeles, Chicago, Seattle and Washington, DC. In Japan, United serves the gateways of Tokyo (Narita), Osaka (Kansai) and Nagoya. United also operates daily one-stop services to Vietnam between Los Angeles and Ho Chi Minh City, Vietnam via Hong Kong. United codeshares for traffic to and from Japan with its partner All Nippon Airways and also displays the code of US Airways on its US-Japan services. It plans to begin similar codesharing in the near future with Aloha Airlines as soon as Aloha has secured authority from the Japanese government. In Vietnam, United codeshares on services operated by ANA as well as Thai Airways International. United plans to continue these services under the renewed authority it seeks herein.
