Continental currently operates daily nonstop service between both New York/Newark and Madrid and New York/Newark and Lisbon using B-767 and B-757 aircraft, respectively, and renewal of Continental’s Segment 13, Route 29-F certificate authority clearly serves the public interest. Continental operates the only U.S.-flag nonstop flights between Newark International Airport and Madrid and Lisbon, and renewal of Continental’s certificate authority will ensure continuation of the airline and intergateway competition Continental has introduced on these routes.
Continental asks the Department to renew its Segment 13, Route 29-F certificate authorizing Continental to provide scheduled foreign air transportation of persons, property and mail between New York/Newark and Madrid and Barcelona via the Azores and Lisbon and beyond to points in Algeria, Tunisia, Egypt, Uganda, Kenya, Tanzania, Turkey, Jordan, Syria, Bahrain, Kuwait, Oman, Qatar, Yemen, United Arab Emirates, Iran, Afghanistan, Pakistan, and India.

We will amend United's certificate for Route 603 to reflect renewal of authority to serve Spain on segment 6 for another five years, and will add a new condition authorizing route integration. We will dismiss United's request that its certificate authority be renewed for an indefinite duration. Although, as United notes, there may be some flexibility under the U.S.-Spain aviation agreement for additional U.S.-Spain services, that regime still technically remains a limited-entry regime. In these circumstances, we are not persuaded that it is in the public interest to deviate from our standard practice to limit U.S. carrier route authority to five years in countrypair markets where U.S. carrier rights are not fully open.

Application for Renewal and Amendment of Certificate Authority
Continental applies for renewal and amendment of Segment 13 of its Route 29-F certificate authority to seek authority to provide scheduled foreign air transportation of persons, property and mail between New York/Newark and Madrid and Barcelona. Continental asks that its authority be amended to add the coterminal points Malaga and Palma de Mallorca, Spain.
Continental currently operates daily nonstop service between New York/Newark and both Madrid and Barcelona using B-767 and B-757 aircraft, respectively, and renewal of Continental's Segment 13, Route 29-F certificate authority clearly serves the public interest. Continental operates the only nonstop flights between Newark Liberty International Airport and both Madrid and Barcelona, and renewal of Continental's certificate authority will ensure continuation of the airline and intergateway competition Continental has introduced on these routes. Continental currently holds exemption authority to serve Malaga and Palma de Mallorca on a codeshare basis with Air Europa (See Notice of Action Taken, Docket OST-2001-10385, April 21, 2006), and Continental requests certificate authority to serve these points with its own flights as well as on a codeshare basis.
Continental's certificate for this authority was originally issued by Order 1991-10-54, Docket 47615, on October 24, 1991, first renewed by Order 1997-1-10, Docket OST-1996-1423, on December 27, 1996 and renewed most recently by Order 2002-2-1, Docket OST-1996-1423, on February 6, 2002. Absent renewal, this authority will expire January 31, 2007,
