By this request, Cathay seeks extension of its exemption authority to engage in scheduled foreign air transportation of (1) persons, property and mail between Hong Kong and New York via Vancouver, and (2) property and mail between Hong Kong, on the one hand, and Anchorage, Chicago, and New York, on the other, via Toronto. The authority was granted by Notice of Action Taken, dated January 5, 1996, and confirmed in Order 96-3-32. Cathay currently is providing B-747 combination service in the Hong Kong-New York market, and all-cargo service in the Hong Kong-Chicago/New York market with B-747 freighter aircraft. The service has provided increased competition in the Hong Kong-U.S. markets and has resulted in substantial service benefits for shippers and travelers.

Cathay currently is providing daily one stop B-747-400 combination service between Hong Kong and New York with an intermediate stop in Vancouver. In addition, it offers Airbus A-340-300 daily nonstop service between Hong Kong and San Francisco. Both services have been well-received by the traveling public and Cathay desires to renew the authority for an additional year. Cathay also provides B-747F all-cargo service between Hong Kong, on the one hand, and Chicago and New York , on the other via Anchorage. Both markets are served five times a week and the service has been heavily patronized by both Hong Kong and U.S. shippers. Consequently, Cathay also seeks to renew its all-cargo authority for an additional year.

On behalf of Ted Stevens Anchorage International Airport, I would encourage approval of the Cathay Pacific Airways Limited's request for exemption to engage in scheduled foreign air transportation carrying property and mail between Hong Kong and Anchorage. Cathay Pacific's stopover in Anchorage currently is only a transit and refueling stop, however with this application, Cathay Pacific would begin using Anchorage as a hub to transfer cargo. Approval of this application thereby increases the profitability of the current route and offers Alaskan residents greater access to new destinations and global markets for Alaskan products. In this context, Cathay Pacific's renewal of exemption for service would expand consumer choice and significantly increase the convenience of cargo service between Alaska and Hong Kong while at the same time should result in greater access to markets, time definite services and competitive rates on this route.
