Answer of The State of Hawaii in Support of
Application
Because charter operators are not fixed to a rigid service pattern, they can respond quickly to market demand and focus additional flights where they are needed to meet the needs of the traveling and shipping public. Many Hawaii-Japan city-pairs that do not receive scheduled service can benefit from charters by operators such as JAZ. By serving additional city-pairs on an ad-hoc basis, charter operators improve accessibility to Hawaii by potential visitors in Japanese cities outside the traditional gateways. Improved accessibility contributes directly to increased tourism dollars for the State.
