Applicaiton for Renewal of Exemptions

ANA requests that its exemption authority for the Tokyo, Japan - Orlando, Florida route be renewed for one year. ANA also requests that its exemption authority for the Nagoya, Japan -Honolulu, Hawaii and Tokyo, Japan - New York, New York routes be renewed for one year or until the Department takes action on ANA's applications for amendment of its foreign air carrier permit pending in Docket 47718 (Nagoya - Honolulu) and Docket 47404 (Tokyo - New York), whichever occurs later.

Answer of The State of Hawaii in Support

The State is in a fierce competitive battle with other foreign leisure destinations for Japanese visitors. Of the approximately 16 million Japanese annual travelers, about 12% travel to Hawaii. Japanese travel to closer Asian destinations has substantially increased and many Asian countries are aggressively pursuing the Japanese leisure market. Nonstop service between Nagoya -- Japan's fourth largest city -- and Honolulu makes it easier and more convenient for large number of potential visitors to come to Hawaii.

ANA's passenger traffic between Washington Dulles International Airport (Washington Dulles) and Tokyo, Japan averaged 75,000 passengers per year for the past four years. In calendar year 1996 ANA's traffic increased by 31 percent more than 1995 to 89,193 passengers and for the ten months through October 1997 ANA traffic has exceeded 77,000 passengers. Cargo traffic has similarly grown, from 3,240.5 metric tonnes in 1995 to 4,220.4 metric tonnes in 1996,an increase of 30 percent.
