Answer of The State of Hawaii in Support
Renewal of JAS' s requested scheduled and charter authorities will continue to benefit the economic interests of the State of Hawaii and the United States. The promotion and development of Japanese tourism to Hawaii continues to be one of the State's most important economic objectives. Japanese visitors traditionally spend more than twice as much per capita in Hawaii than visitors from other countries, and attracting a larger share of affluent and free-spending Japanese visitors is critical to Hawaii' s tourism plans. Hawaii is the largest U.S. market for Japanese visitors.

JAS seeks renewal of the exemption in order to maintain its scheduled operations between Tokyo and Honolulu. JAS has the necessary operating authority from the Civil Aviation Bureau of Japan and has been designated by the Japanese government to provide the service in accordance with the Civil Air Transport Agreement between Japan and the United States, signed August 11, 1952, as amended, and with the Memorandum of Understanding signed by representatives of the United States and Japan on November 6, 1989. Renewal of the exemption is therefore in the public interest.
