Royal’s Application for permanent Foreign Air Carrier

This refers to Royal's application dated December 21st, 1993 for a permanent Foreign Air Carrier permit. As a supplement to it's application, please find herewith an updated listing of Directors and Officers of the Corporation. Also attached, Royal's financial data for the years ended April 30, 1997 and 1996. Royal Aviation Group Inc., a private company indirectly owned by Mr. Michel Leblanc, Chairman of the Board and Director of the Corporation (83%), Mr. Hubert Laurin (8.5%) and Mr. Guy Bernier (8.5%), own or exercise control or direction over shares carrying more than 5% of the voting rights attached to all the shares of the Corporation, representing in the aggregate 67.15% (9,300,000 Common Shares) of the outstanding Common Shares of the Corporation (13,925,000). Mr. Leblanc, Mr. Laurin and Mr. Bernier are Canadian citizens.

The carriers listed above have applied for various forms of authority or relief under Title 49 of the United States Code in order to perform the air transportation activities described in the appendix to this order. Each application has either been withdrawn by the applicant or otherwise become moot. Therefore, we find that these applications should be dismissed.
