United requests renewal of its authority to serve Lima, Peru from Miami, Florida pursuant to United's Certificate of Public Convenience and Necessity for Route 703, which authorizes it to operate scheduled foreign air transportation of persons, property and mail between Miami, Florida and Lima, Peru. This authority was approved by Order 96-7-33 for a five year period. The authority will expire on August 22, 2001. United suspended Miami-Lima service in March 2000 due to market conditions and will reassess the U.S.-Lima market as soon as market conditions warrant. Renewal of United's authority is in the public interest. On June 12, 2002, the transitional provisions of the U.S./Peru bilateral air services agreement will expire and the market will be full open skies. In the meantime, there are unused U.S. carrier transitional opportunities available and renewal of United's certificated route authority will not block the entry or expansion of U.S. carrier services between the U.S. and Peru.
Under the transitional provisions of the U.S./Peru Air Transport Agreement of June 1998, U.S. carrier roundtrip frequencies for U.S.-Peru services are limited to 84 per week until June 11, 2001, increasing to 94 per week until June 11, 2002, and are unlimited thereafter. According to the OAG (January 2001), U.S.-carriers are operating only 42 weekly frequencies. United does not have a frequency allocation nor is it seeking one by this application.

Although United does not have near term plans to reinstate its service to Peru, which was suspended in March 2000 due to market conditions, United requests that its certificate he amended and reissued promptly so that the authority will be in place to support resumption of United's service when market conditions warrant and the development of potential code-share opportunities. Establishing the framework necessary for United's reentry into the market will promote flexible and efficient route planning, which will ultimately serve the public interest.
