Respectfully requests that the Department of Transportation renew for a period of not less than two years the Exemption authority and, to the extent necessary, the allocation of five weekly U.S.-Ecuador frequencies, including the three frequencies transferred to it by Order 2000-8-5. In the alternative, Arrow Air, Inc. requests such other, further or different, relief as the Department may deem necessary and proper.

Renewal of scheduled foreign air transportation of persons, property, and mail between Miami, Florida, on the one hand and Quito and Guayaquil, Ecuador, on the other hand, and to integrate this authority with its authority to serve Caribbean and Central and South American points.
The carrier’s request for route integration has been superseded by Order 2006-1-1, where the Department awarded the carrier a blanket route integration certificate. We note that Arrow also requested, to the extent necessary, renewal of its U.S.-Ecuador scheduled all-cargo frequency allocations. We determined that the Ecuador frequencies referenced in Arrow’s application had been granted for an indefinite duration, subject to the terms and conditions of the Notice of Action Taken issued October 9, 1998, in Docket OST-1995-229 (see also Notice of Action Taken issued September 25, 2000 in that same docket), and of Order 2000-8-5, and that therefore no renewal of these frequency allocations was necessary. We also note that Arrow has subsequently received additional Ecuador frequency allocations, and that these, too, were granted indefinitely (subject to standard conditions).
