Southern intends to operate three weekly roundtrip scheduled all--cargo flights between the U.S. and Seoul, Korea, and Taipei, Taiwan, using B-747 aircraft starting on January 25, 2001. Approval of Southern's application for U.S.- Seoul-Taipei exemption authority is clearly in the public interest. Southern's proposed U.S.-Seoul-Taipei service will provide U.S. shippers with new U.S.-Asia shipping options and will enhance competition among those U.S. and foreign-flag carriers already providing all-cargo service between the United States and Korea and Taiwan. Southern's proposed service will also maximize the all-cargo services available under the U. S. -Korea and U. S. -Taiwan open-skies agreements.

Southern asks the Department to grant it an exemption from 49 U.S.C. § 41101 authorizing Southern to provide scheduled all-cargo foreign air transportation between Anchorage, Chicago, Los Angeles and New York (JFK) and Seoul, Korea, and Taipei, Taiwan. Southern asks the Department to grant this exemption as soon as possible for an indefinite period or, in the alternative, for a period of not less than two years.
