By this exemption request, BWIA seeks authority to serve Barbados as an intermediate point between Trinidad and Tobago and Atlanta, Georgia, BWIA intends to institute the Trinidad and Tobago-Barbados-Atlanta service on or about January 6, 2001, operating three roundtrip flights per week with B737-800 aircraft having 16 first class seats and 138 economy seats.  At the current time, the Atlanta community's air links to the Caribbean are limited, and there is no single-plane service between Atlanta and Barbados.

By Notice of Action dated November 21, 2000, the Department authorized BWIA to engage in scheduled foreign air transportation of persons, property and mail between Trinidad and Tobago, and Atlanta, via the intermediate point Barbados. The exemption is set to expire on November 21, 2001. For a variety of reasons, BWIA has been unable to institute service in the Trinidad & Tobago-Barbados-Atlanta market, but it is hopeful or implementing a service pattern in the near future. Consequently, it desires to renew the exemption authority for an additional year. It continues to hold appropriate homeland authority.

Since Atlanta is not on the Trinidadian airline route description of the U.S.-Trinidad and Tobago bilateral and since Trinidad already has selected the two additional U.S. points permitted under the agreement, BWIA's request for renewal of the Atlanta route authority is extra-bilateral and must be supported by comity and reciprocity.
