The founder and principal owner of applicant is John Mullen. Mr. Mullen is a seasoned travel and aviation industry professional with over 30 years of experience with various aspects of the airline industry, principally from his successful operation of one of the largest U.S. tour operator/wholesalers: Apple Vacations. The Apple companies' are widely recognized as one of the premier U.S. tour wholesalers. In 1999 alone, Apple transported over 3/4 million people by air, and in 2000, Apple estimates it will exceed this amount. A substantial portion of Apple's aircraft lift requirements are satisfied by plane-load charters provided by the many direct air carriers Apple uses. Through Apple, Mr. Mullen has gained substantial experience operating year-round charters, with substantial numbers of aircraft from many different air carriers being operated at any particular time. Based upon this experience over the years, Mr. Mullen has been elected a director of a number of U.S. and foreign air carriers, and he is currently a director of the Canadian charter and scheduled carrier Canada 3000 Airlines, Inc., one of the world's most successful and efficient airlines. Based upon his substantial experience connected with the airline business, Mr. Mullen has been able to attract to Brendan Airways highly-experienced and knowledgeable aviation professionals which are vital to the success of any new airline.

Brendan Airways is submitting herewith an Exhibit BAL-604-1 which summarizes Brendan Air's projected cash outflows for the pre-operating period and the first year of operations. This data summarizes the detailed data set forth in Exhibit 604.
Brendan Airways confirms that Mr. John Mullen and Mrs. Joan A. Mullen (wife of John Mullen), the principal shareholders of Brendan Aviation Holdings, Inc., are also the 100% shareholders of the tour operator companies Apple Vacations, Inc., and Apple West, Inc.
Brendan Airways seeks to amend its application herein to the extent necessary to enable it to operate interstate and overseas scheduled A-320 services in conjunction with the proposed charter operations. Since the date of its original application herein, Brendan Airways has decided to seek to operate scheduled A-320, combination services in certain specific markets. Brendan Airways intends to operate scheduled services in the Philadelphia - Las Vegas market and hereby amends its application accordingly.
In its original application herein, Brendan Airways sought to register the trade name "Brendan Airways" pursuant to 14
C.F.R. §215. Brendan Airways now also seeks to register the additional trade name " USA 3000" pursuant to 14
C.F.R. §215 and hereby amends its application herein accordingly.

Provide a description of the business nature of Apple West, Inc.
For Brendan Airways' proposed interstate scheduled passenger service, indicate the number of daily flights that the carrier intends to provide between Philadelphia and Las Vegas. For the applicant's proposed foreign scheduled passenger service, indicate the number of daily flights that it intends to provide between Philadelp hia and Aruba.
With respect to the summarized projected cash outflow in Exhibit BAL-604-1, (which I had requested); you indicate that this data summarizes the data set forth in Exhibit 604 contained in Brendan Airways' original applications. However, in light of the applicant's amended request for authority, am I to assume that the summarized data contains the new expenses associated with the applicant's amended request for interstate and foreign scheduled passenger service? If it does not, provide an updated forecast income statement for the first year that indicates, separately, the monthly or quarterly expenses for its proposed interstate and foreign scheduled service and its monthly or quarterly expenses for its proposed charter service. In addition, provide an updated summary of the applicant's projected cash outflow that includes all of its -new expenses for all of its proposed operations.
Provide a listing of Brendan Airways' key management personnel.

Order To Show Cause Proposing Issuance of Certificate Authority | U.S.- Aruba: Foreign Certificate of Public Convenience |
By this order, we tentatively conclude that Brendan Air, LLC d/b/a Brendan Airways and d/b/a USA 3000 is a citizen of the United States, and is fit, willing, and able to provide interstate and foreign scheduled air transportation of persons, property, and mail, and should be issued certificates of public convenience and necessity for such operations.
Initially, Brendan Air will utilize two leased 174-seat Airbus A-320-200 aircraft to offer one scheduled round-trip flight per week between Philadelphia and Las Vegas and one scheduled round-trip flight per week between Philadelphia and Aruba in addition to providing charter passenger service between the U.S. and Mexico and the Caribbean. Brendan Air plans to expand the frequency of its scheduled operations after it takes delivery of three more Airbus A-320-200 aircraft between April and November 2002.
Brendan Air has provided a list of its pre-operating costs and a detailed quarterly estimate of its expenses for its first year of proposed operations. Brendan Air expects that, during its pre-operating period, its expenses will total $11.2 million and that it will incur nearly $48.8 million in operating expenses for its first year of operations. We have examined these estimates and find them to be reasonable. Based on our analysis of Brendan Air's forecasts, it appears that the applicant will need access to resources of nearly $23.4 million to meet the Department's financial fitness criteria.

By Order 2001-4-33 we issued April 17, 2001 , we directed all interested persons to show cause why we should not make final our tentative findings and conclusions stated in it and award certificates of public convenience and necessity to Brendan Air, LLC d/b/a Brendan Airways and d/b/a USA 3000 authorizing it to engage in interstate and foreign scheduled passenger air transportation. Interested persons were given 14 days to file objections to the order.

Apple Vacations West, Inc. is a wholesale tour operator with its offices in Elk Grove Village, IL. It operates under the trade name "Apple Vacations" with its target market being the Midwestem United States. Apple West, conducts the same exact business as that conducted by Atkinson & Mullen Travel, Inc., whose target market is the Eastem United States. Both the Apple East and Apple West tour operator companies operate under the common trade name "Apple Vacations."
