Florida Coastal Airlines, was founded 1995., received its Air Carrier Certificate in October 1997, and is presently operating as a FAR Part 135 on-demand air taxi. FCA can best be described as a lean, efficient, employee owned, niche filling, commuter air carrier. FCA's route structure is based on a vacant nonstop niche theory and will prove to be profitable because it provides consumers with rapid hub access in an area currently void of such service. With a strong management team, creative marketing, and motivated employee owners, this virtually competition free nonstop airline has the ingredients for profitability.

Florida Coastal Airlines, Inc., currently owns (1) Piper PA23-250, (1) Cessna 402C, and is leasing (1) Swearingen SA-26AT. If load factors demand a larger aircraft, FCA has the option of leasing one or more BAE J-31 Jetstream aircraft. Florida Coastal is pursuing the purchase of a Cessna402B.

The purpose of this Supplement is to submit a revised first-year service plan, and a related projection of revenues and operating expenses based on that revised flight schedule, for consideration by the Department's Fitness Division in this proceeding.

As set forth in the attached Supplemental Exhibits, Florida Coastal now proposes to operate an initial pattern of scheduled service limited to a single market (Fort Pierce - Orlando) at a frequency of two daily roundtrips utilizing 9-passenger Cessna 402 aircraft (Exhibit FCA-S/1-100). As shown in Exhibit FCA-S/1-101, Florida Coastal projects that the foregoing pattern of service will generate a first-year total of $484,702 in revenues, and will incur a total of $392,317 in direct and indirect operating expenses, resulting in a first-year operating profit of $92,384.

Florida Coastal desires to commence its initial scheduled service operations on February 15, 2000, and respectfully requests the Department to complete the processing of its application, based on the foregoing revised schedule and exhibits, in time to enable Florida Coastal to achieve that scheduled service start-up date.
