OST-2000-7785 May 11, 2001 Re:  Termination of Codeshare Points Australia- Canada via Honolulu; Codeshare w/American

Statement of Authorization No. 99-18, as amended by Notice of Action Taken in Docket OST-2000-7785, grants Qantas authority to codeshare with American Airlines on Qantas flights between the United States, on the one hand, and Australia, Fiji, and New Zealand, on the other; as well as between Honolulu and points in Canada.

Effective May 20, 2001, Qantas will no longer operate between Honolulu and Vancouver. Qantas will not, therefore, codeshare with American on the Honolulu - Vancouver portion of its Australia - Honolulu - Vancouver route after that date. Qantas will continue to codeshare with American on Qantas flights between Australia and Honolulu. As required by its Statement of Authorization, Qantas will advise the Department at such time that Qantas provides codeshare service for American on the Honolulu - Vancouver route or on any other Honolulu - Canada route operated by Qantas.

OST-2000-7785 August 3, 2001 Application to Amend Statement of Authorization Australia- Canada via Honolulu; Codeshare w/American

Application of Qantas Airways Limited requesting to amend its statement of authorization to codeshare with American Airlines in order to display the American code on Qantas flights operating between points in New Zealand.  These flights will connect with existing Qantas/American codeshare service between States and New Zealand. Initially Qantas will place the AA code on Qantas flights between Auckland and Christchurch and between Auckland and Wellington.

As presently issued, Qantas’ Statement of Authorization grants Qantas authority to codeshare with American with respect to transportation of persons, property, and mail on Qantas flights (i) between New York/Chicago/Los Angeles/San Francisco/Honolulu, via Fiji and points in New Zealand, and Sydney/Melbourne/Brisbane/Cairns/Perth; (ii) between points in Canada and Sydney/Melbourne/Brisbane/Cairns/Perth, via Honolulu; (iii) between Honolulu and points in Canada; (iv) and between Honolulu and Sydney/Melbourne/Brisbane/Cairns/Perth. Qantas can also codeshare with American beyond Sydney/Melbourne/Brisbane/Cairns/Perth to Adelaide and to a point or points in New Zealand.

OST-2000-7785 May 1, 2002 Application to Amend Statement of Authorization U.S.- Australia Codeshare w/American

Qantas Airways Limited hereby applies for amendment of its statement of authorization to codeshare with American Airlines' in order to (i) add Darwin to the U.S. carrier gateway points to which Qantas can codeshare with American, and (ii) to display the American code on Qantas flights operating between Sydney, Melbourne, Brisbane, Cairns, Darwin, and Perth, all of which are U.S. carrier gateway points in Australia, and the "beyond-gateway" points selected by the United States at any given time pursuant to Section I of the Route Annex to the U.S.- Australia Air Transport Services Agreement, subject to the condition that American Airlines must hold certificate or exemption authority to the beyond point. These "beyond-gateway" flights will connect with existing Qantas/American codeshare service between the United States and Australia.

Beginning March 31, 2003, QANTAS plans to start service on a routing Melbourne-Los Angeles-Chicago. The service will operate three times per week. QANTAS has also announced that it will provide convenient connections to its Chicago passengers who are traveling to Sydney. According to a February 3, 2003, QANTAS press release, these connections for its Chicago-Sydney passengers will be made in Los Angeles to flights QANTAS will operate between Los Angeles and Sydney. In July, QANTAS will start additional Los Angeles-Sydney services via Auckland and will offer its Chicago passengers connections to those flights in Los Angeles.

QANTAS proposes to carry American code-share passengers on the Los Angeles-Chicago sector of its Melbourne-Los Angeles-Chicago flights. While QANTAS has clarified in its supplemental notice that it will not carry local traffic between Los Angeles and Chicago, it has not stated whether it will carry American code-share traffic between Los Angeles and Chicago that connects from other QANTAS or American flights at Los Angeles. Based on the press release noted above, however, it appears that QANTAS does intend to carry such connecting traffic on its Los Angeles-Chicago flights. This would include, for example, American-coded traffic connecting from QANTAS' Sydney-Los Angeles and Auckland-Los Angeles services.

If QANTAS is to be permitted to carry such connecting code-share traffic between two points in the U.S., then United should be able to carry similar code-share traffic between two points in Australia. United operates San Francisco-Sydney and Los Angeles Sydney flights, and the San Francisco flight extends beyond Sydney to Melbourne. United wishes to carry code-share passengers connecting to its Sydney­Melbourne flights from services offered by United's code-share partners to and from Sydney. Therefore, before allowing QANTAS to carry connecting code-share traffic on the Los Angeles-Chicago sector, the Department should confirm that the Australian authorities are willing to permit United to carry connecting code-share passengers on its Sydney-Melbourne sector.

This new service will operate as an extension of existing US-Sydney and US-Melbourne codeshare service that Qantas provides for American Airlines.
