The Joint Applicants urge the Department to act as expeditiously as possible in approving this request, so that Royal Air Maroc's existing U.S. codeshare operations will not be unnecessarily disrupted, and so that Delta may begin offering beneficial new online services to Morocco. Relief requested: (1) Statement of authorization pursuant to 14 CFR 212 of the Department's regulations authorizing Royal Air Maroc to display Delta's designator code on flights operated by Royal Air Maroc between (a) New York, NY, and Casablanca, Morocco; and (b) Casablanca and Agadir/Marrakech/Tangier, Morocco.
(2) Statement of authorization pursuant to 14 CFR 212 of the Department's regulations authorizing Delta Air Lines to display Royal Air Maroc's designator code on flights operated by Delta between New York and Atlanta/Boston/Chicago/ Los Angeles/Miami/San Francisco/Tampa/Washington, DC.
(3) Exemption pursuant to 49 U.S.C. 40109 authorizing Delta Air Lines to conduct scheduled foreign air transportation of persons, property and mail between the United States and Tangier, Morocco, in combination with existing certificate and exemption authority, to the extent permitted by international agreements.
(4) Exemption from 49 U.S.C. 41301 authorizing Royal Air Maroc to conduct scheduled foreign air transportation of persons, property and mail between Morocco and Atlanta/Boston/Chicago/Los Angeles/Miami/San Francisco/Tampa/ Washington, DC, pursuant to a code-share agreement with Delta.

Application for Renewal of Exemptions
Hereby applies under 49 U.S.C. § 40109 for renewal of Delta's exemption authorities to engage in scheduled foreign air transportation of persons, property, and mail between the United States and each of the points identified in Exhibit A. Delta also requests continuation of its authority to combine services operated under these exemptions with all other Delta services authorized by its existing certificates and exemptions, to the extent permitted by applicable international agreements.
Pursuant to these exemptions, Delta provides bilateral, third-country and intra-country codeshare service between the United States and numerous foreign points in conjunction with SkyTeam alliance partners Societe Air France, Alitalia-Linee Aeree Italiane- S.p. A., Czech Airlines, and Korean Air Lines Co., Ltd., and codeshare partners Royal Air Maroc, China Southern Airlines Company Limited, and Jersey European Airways (UK) Limited, trading as FlyBE.
In addition, on May 11, 2000, Delta filed a renewal application for its exemption authority to serve additional points in Europe, Africa and Asia on a third-country codeshare basis (Dockets OST-96-1598 and OST-96-1510); on June 20, 2003, Delta filed a renewal application for its exemption authority to serve Vietnam on a third-country codeshare basis (Docket OST-2000-7078); and on October 14, 2003, Delta filed a renewal application for its exemption authority to serve Portugal (Docket OST-99-6721). These applications remain pending. Delta urges the Department to grant renewal of these applications concurrently and coextensively with the authority requested herein, for the same administrative efficiency reasons.

Joint Application for an Amended Statement of Authorization and Related Exemption Authority
The United States and Morocco concluded an open skies agreement, which significantly expanded the opportunities for codesharing between the two countries. In order to enjoy the full scope of rights available under the open skies agreement and introduce valuable new services, the Joint Applicants hereby apply for an amended, blanket statement of authorization pursuant to 14 C. F. R. Part 212 authorizing the following code share services:
(1) the display of Royal Air Maroc's "AT" designator code on flights operated by Delta between (a) any point or points in the United States and any point or points in Morocco (either nonstop or via intermediate points), (b) any points in the United States in conjunction with foreign air transportation services held out by Royal Air Maroc, (c) any point or points in the United States or Morocco and any point or points in any third country, and (d) any points in third countries; and
(2) the display of Delta's "DL" designator code on flights operated by Royal Air Maroc between (a) any point or points in the United States and any point or points in Morocco (either nonstop or via intermediate points), (b) any points in Morocco, (c) any point or points in Morocco or the United States and any point or points in any third country, and (d) any points in third countries.
Royal Air Maroc further applies for exemption authority under 49 U.S.C. § 40109 authorizing it to engage in scheduled foreign air transportation of persons, property, and mail from points behind Morocco, via Morocco and intermediate points, to points in the United States, and beyond, as necessary to provide the blanket codeshare services described herein.
