If this application is granted, Atlas proposes initially to serve Medellin as part of its current Miami-Colombia service. That is, Medellin will be served as an additional Colombia points on its current services. To the extent that Atlas may serve intermediate points between the U.S. and Colombia, that service will be consistent with the aviation agreements with the intermediate countries. Similarly, any service beyond Colombia will be consistent with relevant aviation agreements. The operation will be conducted with B747-200 aircraft capable of carrying up to 248,000 pounds of cargo. Atlas expects to transport fifth freedom traffic at the points served as permitted by the pertinent bilateral agreements. Furthermore, Atlas requests permission to integrate the proposed authority with its existing certificate and exemption consistent with applicable agreements.

By Notice of Action Taken, issued June 23, 2000, the Department granted Atlas exemption authority to operate scheduled foreign air transportation of property and mail between points in the United States, via intermediate points, and points in Colombia, and beyond Colombia to points in the Western Hemisphere, and the right to integrate that authority with its other certificate and exemption authorities. Atlas' exemption authority was granted for a period of two years, through June 23, 2002. Atlas is operating U.S.-Colombia scheduled service pursuant to that authority and, accordingly, wishes to renew the authority.

Atlas is using the referenced authority to serve Bogota and needs it to remain in effect. Indeed, as part of ongoing service adjustments, Atlas may add service to another point in Colombia.

Application for Renewal of an Exemption
Atlas requests two-year renewal of its exemption authorizing it: (1) to provide scheduled foreign air transportation of property and mail between a point or points in the United States, via intermediate points, and a point or points in Colombia, and beyond Colombia to points in the Western Hemisphere; and (2) to integrate that authority with its existing certificate and exemption authorities. Atlas suggests that this exemption be renewed for a two-year period.
Atlas has operated U.S.-Colombia service for many years and expects to continue to do so until at least such time as its operations are combined with those of its affiliate, Polar Air Cargo, Inc.

Requests renewal of the exemption authorizing it to provide scheduled foreign air transportation of property and mail between a point or points in the United States and a point or points in Colombia, via intermediate points, and a point or points in Colombia, and beyond Colombia to points in the Western Hemisphere.
Atlas has operated U.S.‑Colombia service for many years and expects to continue to do so. Atlas therefore is seeking renewal herein.

Atlas’ renewal application was not timely filed under the terms of 14 CFR 377.10(c). In the circumstances presented, including the absence of opposition to Atlas’ application, we will grant the carrier a waiver of the advance filing requirement.
