Authorize UPS to provide scheduled all-cargo (property and mail) air transportation between Los Angeles, California, and Guadalajara, Mexico. UPS will provide the service with B-757 freighter aircraft having a payload capacity of 86,000 pounds five days per week. Details regarding UPS's service are set forth at Exhibit 1, attached hereto. Because of the large and diverse fleet of 214 large jet freighter aircraft owned by UPS, it could easily increase capacity to a B-767 should traffic warrant. UPS service would connect Guadalajara through Los Angeles, to UPS' extensive domestic U.S. and worldwide systems and would be of significant benefit to shippers and consignees in the United States and elsewhere.

Requesting renewal of its exemption from Section 41101 of the Act authorizing UPS to provide certain scheduled non-stop all-cargo service between Los Angeles, California, and Guadalajara, Mexico, as more specifically described in the Notice of Action Taken in the captioned docket granting the original exemption. UPS currently provides the service and has been providing the service, since the grant of the exemption. In lieu of the other information required by the Department's regulations, UPS relies on the history of its service in the market. The service has been, and remains, consistent with the U.S.-Mexico bilateral air services agreement

UPS's authority to serve the Los Angeles, California - Guadalajara, Mexico route was granted by Notice of Action Taken, issued on February 27, 2002, which provided UPS exemption authority for two years, through February 27, 2004. UPS currently provides the service and has been providing the service since the grant of the exemption. In lieu of the other information required by the Department's regulations, UPS relies on the history of its service in the market.

The Department most recently renewed UPS’s authority to serve the Los Angeles, California-Guadalajara, Mexico route by Notice of Action Taken, issued on November 17, 2005, which provided UPS exemption authority for two years, through November 17, 2007.
