America West currently provides service from Columbus to Chicago Midway, but that service is of limited use in disciplining fares in the Columbus-O'Hare market because, as the DOT has previously recognized, O'Hare and Midway serve different market segments. Granting the requested exemptions would permit America West to compete head-to-head against United and American Eagle in the O'Hare market, with resulting fare and capacity benefits to travelers from Columbus and other markets America West serves through its Columbus hub. Currently, United and American Eagle have a duopoly in the Columbus-O'Hare market, with the two carriers controlling 97 percent of passengers. As set out in America West's Application, at p. 9, America West's fares from Columbus to Northeast points are consistently lower than its competitors' fares in such markets; granting the requested exemptions will permit it to offer those low-fare flights in direct competition with United and American Eagle's current flights.

Atlantic Coast Airlines hereby certifies, in accordance with the provisions of 49 U.S.C. §.41717(b) and Order 2000-4-14 (issued April 14, 2000), that it intends to utilize six (6) daily slot exemptions at Chicago O'Hare International Airport to operate three daily roundtrip flights between Columbia, South Carolina and O'Hare.

AWAC will operate nonstop services between Chicago O'Hare and Quincy, IL/Hannibal, MO, which is a "nonhub" airport.  AWAC will use Dornier 328 aircraft which are Stage 3 noise compliant and are configured with fewer than 71 seats.  AWAC was not operating air transportation services between ORD and UIN during the week of November 1, 1999. AWAC will start ORD-UTN services on October 1, 2000.

Atlantic Coast Airlines, Inc.

ACA proposes to use Canadair regional jet aircraft in its operations between O'Hare and Springfield, Missouri. ACA's entire fleet of regional jet aircraft is Stage 3 compliant.  ACA's proposed Springfield-O'Hare daily round trip flight will represent an additional Springfield-O'Hare flight above the level of service offered by ACA in the market the week of November 1, 1999. The communities and airports to be served with these two slots are Chicago, Illinois (ORD) and Springfield, Missouri (SGF). The planned effective date of the service is September 6, 2000, and the times of the slots requested are as follows:

Greensboro qualifies as a small hub airport under 49 USC 41714(h)(8). American Eagle's operations will be new service from Chicago (ORD) to Greensboro. The service is effective December 15, 2000. Arrival and departure times are shown on the attached page. Slot-controlled hours at Chicago (ORD) are from 6:45 a.m. to 9:14 p.m. Accordingly, American Eagle requires three ORD arrival slots (at 7:25 a.m., 1:30 p.m., and 8:45 p.m.), and three ORD departure slots (at 9:15 a.m., 4:25 p.m., and 9:05 P.M.).  American Eagle will operate with 45-seat, Stage 3 compliant Embraer 145 regional jet aircraft.

American Eagle Airlines, Inc., pursuant to the Department's Notice of April 14, 2000, and the blanket exemp-tion authority granted by Order 2000-4-14, April 14, 2000, hereby submits its certification for an exemption from 14 CFR part 93, under 49 USC 41716(a), to secure (1) two Chicago O'Hare (ORD) arrival slots and one ORD departure slot for -regional jet service to Greensboro, North Carolina, and (2) one ORD arrival slot and two ORD departure slots for regional jet service to Norfolk, Virginia.

American Eagle is operating, or will operate, service with 50-seat ERJ-145 or 44-seat ERJ-140 Stage 3 compliant aircraft, effective September 5, 2001 (Evansville) and March 2, 2001 (Marquette and Norfolk).

Norfolk qualifies as a small hub airport under 49 USC 41714(h)(8), and Evansville and Marquette qualify as nonhub airports under 49 USC 41714(h)(7). American Eagle's operations are or will be new service between Chicago O'Hare and Marquette and between Chicago O'Hare and Norfolk, and additional service between Chicago O'Hare and Evansville, as defined by AIR 21.  For Evansville service, we request one ORD arrival slot at 6:16 p.m. For Marquette service, we request one ORD departure slot at 6:02 p.m. For Norfolk service, we one ORD departure slot at 7:15 p.m., and one ORD arrival slot at 7:56 p.m.

Beginning May 1, 2002 it intends to utilize six (6) slot exemptions at Chicago O'Hare International Airport to operate daily flights between O'Hare, on the one hand, and Fort Wayne, Indiana and Traverse City, Michigan, on the other.  ACA proposes to use Canadair Regional Jet aircraft in its operations between O'Hare, on the one hand, and Fort Wayne, Indiana and Traverse City, Michigan, on the other.
