America West currently provides service from Columbus to Chicago Midway, but that service is of limited use in disciplining fares in the Columbus-O'Hare market because, as the DOT has previously recognized, O'Hare and Midway serve different market segments. Granting the requested exemptions would permit America West to compete head-to-head against United and American Eagle in the O'Hare market, with resulting fare and capacity benefits to travelers from Columbus and other markets America West serves through its Columbus hub. Currently, United and American Eagle have a duopoly in the Columbus-O'Hare market, with the two carriers controlling 97 percent of passengers. As set out in America West's Application, at p. 9, America West's fares from Columbus to Northeast points are consistently lower than its competitors' fares in such markets; granting the requested exemptions will permit it to offer those low-fare flights in direct competition with United and American Eagle's current flights.

ACA proposes to use Canadair regional jet aircraft in its operations between O'Hare and Springfield, Missouri. ACA's entire fleet of regional jet aircraft is Stage 3 compliant. ACA's proposed Springfield-O'Hare daily round trip flight will represent an additional Springfield-O'Hare flight above the level of service offered by ACA in the market the week of November 1, 1999. Greensboro qualifies as a small hub airport under 49 USC 41714(h)(8). American Eagle's operations will be new service from Chicago (ORD) to Greensboro. The service is effective December 15, 2000. Arrival and departure times are shown on the attached page. Slot-controlled hours at Chicago (ORD) are from 6:45 a.m. to 9:14 p.m. Accordingly, American Eagle requires three ORD arrival slots (at 7:25 a.m., 1:30 p.m., and 8:45 p.m.), and three ORD departure slots (at 9:15 a.m., 4:25 p.m., and 9:05 P.M.). American Eagle will operate with 45-seat, Stage 3 compliant Embraer 145 regional jet aircraft.

American Eagle is operating, or will operate, service with 50-seat ERJ-145 or 44-seat ERJ-140 Stage 3 compliant aircraft, effective September 5, 2001 (Evansville) and March 2, 2001 (Marquette and Norfolk).
