The proposed Continental Express flights would serve the public interest by providing the only existing single-plane service between Hartford and LaGuardia, thereby enhancing the flow of traffic between Hartford/Springfield and New York and offering passengers new service options. Continental Express’ proposed service also would benefit the public by providing alternative connections between Hartford/Springfield and 21 other smaller cities Continental Express intends to serve via LaGuardia.

Although the Borough of Queens recognizes that LaGuardia and JFK "generate thousands of jobs and other economic benefits for residents" of Queens (Borough of Queens answer at 3), it fails to recognize that additional service by Continental Express’s new, small, quiet Embraer 135 aircraft will provide maximum benefits with minimum impact on the residents of Queens. Although DOT was required previously to find that "exceptional circumstances" justified the award of slot exemptions, the Ford Act eliminated that requirement and included consumer benefits as a specific element to be considered in evaluating slot exemption applications. Hartford/Springfield today has no nonstop LaGuardia service, despite the public demand for such service. In a position reminiscent of Marie Antoinette’s "Let them eat cake" remark, the Borough of Queens says, "Let them use Newark or JFK."
