Northwest proposes to engage in foreign air transportation between the United States and Lagos and Kano, Nigeria. As set out in its 1993 application, Northwest proposes to serve these markets via Amsterdam utilizing its codeshare arrangement with KLM, under which KLM will operate aircraft carrying Northwest's code on the Amsterdam-Nigeria segments. KLM currently offers two weekly nonstop roundtrip flights between Amsterdam and Kano and six weekly nonstop roundtrip flights between Amsterdam and Lagos. In addition, Northwest also proposes to serve the U.S.-Lagos market via Rome and Milan, Italy, pursuant to its code-share arrangement with Alitalia, under which Alitalia will operate aircraft carrying Northwest's code on the Milan-Lagos and Rome-Lagos segments. Alitalia currently offers one weekly direct roundtrip flight between Rome and Lagos and two weekly direct roundtrip flights between Milan (Malpensa) and Lagos. Accordingly, Northwest hereby amends, to the extent necessary, its application in former Docket 49074 to include authority to provide scheduled foreign air transportation from the United States to Lagos pursuant to its code-share arrangement with Alitalia.

Scheduled foreign air transportation of persons, property, and mail between (1) points in the United States, and Lagos, Nigeria, via Amsterdam, (Docket 49074) and (2) points in the United States and Kano, Nigeria, via Amsterdam (Docket 49316). Northwest intends to operate this service under a code-share arrangement with KLM Royal Dutch Airlines, whereby Northwest will place its designator code on KLM's flights between Amsterdam and Lagos, and between Amsterdam and Kano.

Northwest seeks renewal of its exemption authorizing it to engage in foreign air transportation of persons, property and mail between points in the United States and Kano and Lagos, Nigeria, via Amsterdam, the Netherlands, and Rome and Milan, Italy. This exemption authority was last renewed by Notice of Action Taken dated July 13, 2000, effective through July 13, 2002.
Northwest further requests that its exemption authority be amended to allow Northwest to exercise all of the traffic rights available to designated U.S. airlines under Annex I, Section l, Route A of the U.S.-Nigeria Air Transport Agreement, provisionally applied as of August 26, 2000. Specifically, Northwest requests exemption authority to provide scheduled foreign air transportation from points in the United States and intermediate points to a point or points in Nigeria and beyond. Northwest presently serves the U.S.-Nigeria market in conjunction with KLM Royal Dutch Airlines ("KLM"), pursuant to which Northwest displays its "NW" designator code on flights operated by KLM between Amsterdam and Kano and Lagos, Nigeria. Northwest does not operate its own aircraft to/from Nigeria, and therefore requires no frequencies under Annex IV of the 2000 U.S.-Nigeria Air Transport Agreement. Northwest also does not intend to exercise local traffic rights between points in Nigeria and points in third countries. The authority requested herein therefore is fully consistent with the transitional provisions contained in Annex IV of the 2000 U.S.-Nigeria Air Transport Agreement.

Northwest also requested to integrate this authority with its existing exemption and certificate authority.

Application for Renewal of Exemption
Northwest seeks renewal of its exemption authorizing it to engage in foreign air transportation of persons, property and mail between a point or points in the United States, via intermediate points, to a point or points in Nigeria and beyond. Northwest also requests renewal of its authority to integrate the exemption authority sought herein with Northwest's existing certificate and exemption authority, subject to the Department's standard route integration conditions. Northwest presently serves the U.S.-Nigeria market in conjunction with KLM, pursuant to which Northwest displays its "NW" designator code on flights operated by KLM between Amsterdam and Kano and Lagos, Nigeria. Northwest's current exemption also references a codeshare arrangement with Alitalia, no longer in effect.
