Air Monarch Cargo Airlines S. A, de C. V. (hereafter Air Monarch or Applicant). a privately owned airline company, incorporated under the laws of Mexico and doing business in Mexico as an all-cargo airline, respectfully requests that the Department of Transportation (hereafter DOT or the Department) issue to it exemption authority pursuant to 49 U.S.C. 40109(c) (formerly Section 416(b) of the Federal Aviation Act) to operate all-cargo air services between points in the United States and points in Mexico.
