In re: Security of Aircraft and Safety of Passengers Transiting Port-au-Prince, Haiti

The United States Secretary of Transportation has determined that Port-au-Prince International Airport in Port-au-Prince, Haiti does not maintain and carry out effective airport security measures.
Pursuant to section 49 U.S.C. §44907, on October 20, 1997, I notified the Government of Haiti that I had determined that Port-au-Prince International Airport (PAP), Port-au-Prince, Haiti, did not maintain and carry out effective security measures. On January 19,1998, 90 days elapsed since my determination, and I have found that Port-au-Prince International Airport still does not maintain and carry out effective security measures. This determination is based on Federal Aviation Administration assessments which reveal that security measures used at the airport do not meet the standards established by the International Civil Aviation Organization.
