By this order we are making final our tentative findings and conclusions set forth in show-cause Order 97-7-28, and revoking the foreign air carrier permit and exemption authority of Lineas Aereas del Caribe, S.A. (LAC), to perform scheduled and charter all-cargo services between Colombia and the United States.
