Wings Air requests authority to engage in scheduled passenger operations as a commuter air carrier and plans to operate initially between Athens and Macon, Georgia, on one hand, and Atlanta Hartsfield-Jackson International Airport on the other. Wings Air's fleet of passenger aircraft is ideally suited for these short-range shuttle operations that will afford residents of northern and central Georgia a convenient, speedy and cost-effective alternative to ground transportation to and from ATL. Wings Air anticipates that essentially all passengers utilizing these flights will connect to/from the broad array of domestic and foreign air transportation available at ATL, and the carrier will structure its service and schedules accordingly.

Because Athens-ATL and Macon-ATL are essential air service markets for which Wings Air proposes to be selected as the EAS provider, information responsive to section 204.4 of the Department's regulations is included.

Organized in 1996, Wings Air operated initially as a single-aircraft, Part 135 carrier operating in the South Florida area, predominantly Fort Lauderdale, and flying most of its missions to and from that area and the Bahamas. In 2005, the company was acquired by Charles Mintz and Robert Rupard and was subsequently moved to North Georgia to cater to charter customers traveling frequently between the Atlanta area and resort destinations such as Charleston/Kiawah Island, South Carolina, Destin, Florida, and St. Simons Island, Georgia. Since its relocation to the Atlanta area Wings Air's fleet has expanded to a total of five nine-passenger aircraft, with the company's business expanding commensurately. During this same time frame substantial equity investments have been received from a variety of minority shareholders.

In 2007, the company began preparations to become a DOT Commuter Air Carrier and FAA Part 135 Commuter airline, with plans to expand its scope of operations to include scheduled service between Atlanta Hartsfield-Jackson International Airport and Athens, Georgia, and between Atlanta and Macon, Georgia. Wings Air continues toward that objective with the filing of the present application.

Supplement No. 1 to Application for Commuter Air Carrier Authorization

There has been a change in the shareholdings in Wings Air. An additional one million shares of voting common stock have been issued to Michael Hornsby, raising his ownership interest in Wings Air to two million shares or 20.2% of the company's total equity. By virtue of the issuance of additional stock to Mr. Hornsby, the ownership interests of Wings Air's other two substantial interest holders Charles
Mintz and Robert Rupard - have been diluted to 32.9% and 25.3%, respectively.

By Order 2008-5-43, May 29,2008, the Department selected Pacific Wings as the new essential air service provider at Athens and Maeon, Georgia. The "fundamental reasoning" behind the Department's selection of Pacific Wings over Wings Air's competing EAS proposal was that "Wings Air does not have the requisite operating authority to provide scheduled air service" a situation to which the current proceeding, of course, is addressed. Notwithstanding this EAS outcome, Wings Air remains intensely interested in the Athens-Atlanta and Macon-Atlanta markets and intends to provide unsubsidized, non-EAS service as described in Attachment K to Wings Air's May 5 application.

Further, as ofthe present date, Athens is receiving no regular air service whatsoever (EAS or otherwise) as a result of two factors. First, the incumbent EAS carrier, Air Midwest, Inc., is in the process of ceasing air carrier operations and has discontinued all service at Athens. Second, the replacement EAS carrier, Pacific Wings, has not yet begun Athens service nor has it announced a start date.

In an effort to alleviate the absence of service at Athens and to help establish itself in the
market, Wings Air inaugurated Athens-Atlanta service on June 16, 2008, within the parameters
allowed for Part 298 air taxi operators such as Wings Air. Thus Wings Air's schedule provides
for a total of four round-tlips per week between Athens and Atlanta; flights depart Athens at 7:00
am on Mondays, Wednesdays, Thursdays and Fridays, and retum from Atlanta at 6:30 pm on the
same days. As noted, this level of scheduled service is the maximum permitted in a given market
by a Part 298 air taxi not holding a Commuter Air Carrier Autholization; Wings Air anticipates
that upon receipt of such authorization, it will dramatically increase its Athens-Atlanta service.

There is already a Wingsair LLC helicopter and charter jet service in New York City. There is an air courier service named Wingsair, located in Dayton, OH which is a private company. Has Air Greco researched whether they have the legal right to use that name?

I understand that the aircraft serving Athens-Atlanta had been 19 seat aircraft. You will be using 9 seat aircraft and, in general, passengers are more reluctant to fly in smaller planes than in larger ones. In addition to the small size, the Navajo Chieftain has limited baggage storage area so golf clubs and even moderate size and large sized bags will have to go into the cabin. Did you conduct any investigation to discover whether there would be any public acceptance problems when using 9 seat aircraft?

Your forecast income statement for the first year of operations projects a loss for the year of approximately $1,373,000. Your company also lost money in previous years. Given your projections, how long will it be before you predict the routes to be profitable?

Air Greco, Inc. has the legal right to use the name Wings Air. The service mark WINGS AIR is registered to Air Greco by the U.S. Patent and Trademark Office under Registration No. 3284142 issued August 28, 2007. The name is also registered with Georgia state authorities as an authorized d/b/a of Air Greco. Thus the company has taken appropriate steps to use and protect its trade name, and considers its legal rights to the name superior to all others'. We note additionally that section 215.5 of the Department's regulations prescribes that an applicant's name be compared "with a list of names used by existing certificated, commuter and foreign direct air carriers." No such entity uses the name Wings Air.

We note that no Athens-Atlanta scheduled service has been provided for many years; Athens' essential air service has been to Charlotte, not Atlanta. Thus, historical Athens-Atlanta air traffic data, if any, is obsolete. Athens-Charlotte data is of limited relevance, since the connecting opportunities available to passengers at Charlotte are dwarfed by those available at Atlanta, one of the truly preeminent airline hubs worldwide.

Wings Air anticipates that its Athens and Macon services will become profitable during the second year of operation. A two-year projection was not included with our application since applicable regulations do not call for it.
