United Air Lines, Inc. and Air One, S.p.A. OST-2008-0001- Blanket Statements of Authorization - US-Italy Reciprocal Cdoeshare December 31, 2007 Joint Application for Blanket Statements of Authorization - Bookmarked United requests a statement of authorization to display the designator code of Air One ("AP") on flights operated by United (1) between any point in the United States and any point in Italy, (2) between points in the United States in conjunction with service held out by Air One between Italy and the United States (either nonstop or via intermediate points), and (3) between any point in the United States or Italy and any point in a third country. Air One requests a Statement of Authorization to display United's ("UA") designator code on flights operated by Air One (1) between any points within Italy in conjunction with services held out by United between the United States and Italy (either nonstop or via third country intermediate points), and (2) between any point in Italy or the United States and any point in a third country. Code-sharing by the Joint Applicants between the United States and Italy will make both carriers more competitive for U.S.-Italy traffic. United currently operates daily non-stop service between Washington, D.C., on the one hand, and Rome, Italy. By placing its code on Air One-operated flights at beyond United's Italy gateway in Rome, United will be able to strengthen its existing U.S.-Italy services by holding out a greater range of online services to other points in both the United States and Italy. Air One, meanwhile, will be able to hold out service on a code-share basis on United-operated flights between Italy and the United States and within and beyond the United States from United's Washington, D.C., gateway. All of these services will benefit passengers by expanding the range of available online service options and offering competition with other airline code-share partnerships. As Air One stated in its Application to Amend Exemption (Docket OST 2005-22809), the carrier does not currently have homeland authority to operate its own aircraft between Italy and the United States. Therefore, it has no plans as this time to place the UA code on Air One flights between the United States and any other country, and it does not seek DOT authority to do so. In numbered paragraph 3 of the referenced application; it was stated that "Air One requests a Statement of .Authorization to display United's ("UA") designator code on flights operated by Air One...(2) between any point in Italy or the United States and any point in a third country." As Air One stated in its Application to Amend Exemption (OST-2005-22809), the carrier does not currently have homeland authority to operate its own aircraft between Italy and the United States. Therefore, it has no plans at this time to place the UA code on Air One flights between the United States and any other country, and it does not seek DOT authority to do so. February 6, 2008 Re: Clarification of Codesharing Clarification Air One wishes to clarify the statement made in the January 3 letter. As shown on its Italian Operations Specifications attached hereto, the carrier does technically have authority to provide transatlantic air service, using B-737 and A320 aircraft. However, because this authority is restricted to aircraft types that cannot be operated economically in air transportation to the United States, Air One has not sought DOT authorization to carry the United code on its own transatlantic flights. As further clarification, the captioned application filed December 31, 2007, at page 2, number 3, should more accurately read:

Air One states that it currently carries the US Airways’ code in the following city-pair markets: Rome-Catania/Genoa/Palermo/Lamezia/Terme/Turin/Trieste/Venice. Air One notes that it is not currently displaying US Airways’ code on flights between Rome-Alghero/Lampedusa/Pantelleria/Trapani or Venice-Bari, but anticipates the near-term resumption of code-sharing services between these points. By letters dated January 3 and February 6, 2008, the applicants stated, among other things, that they were not, at this time, requesting authority to carry the United designator code on transatlantic flights that may be operated by Air One. Air One has pending requests before the Department in Dockets OST-2008-0072 and OST-2008-0073 for exemption and foreign air carrier permit authority to conduct operations in its own right to and from the United States. OST-2005-22809 - Exemption - US-Italy Codeshare May 2, 2008 Hereby seeks to amend the exemption authority and Statement of Authorization granted to it in the above-captioned dockets in order to expand its scheduled foreign and domestic air transportation of persons, property and mail pursuant to a codeshare agreement with United Airlines, by allowing the placement of United's designator code on Air One's transatlantic flights and amending Air One's exemption authority to allow Air One to place its AP designator code on United flights between Brussels and Washington D.C.. Air One also hereby provides notice of additional markets that Air One and United intend to serve under previously granted Department authority. Air One hereby seeks to amend its current exemption authority, granted in Docket OST-2005-22809 to allow it to codeshare with United on flights operated by United between Brussels, Belgium and Washington D.C., (and United's connecting U.S. and international flights). Air One further seeks to amend the Statement of Authorization granted in Docket OST-2008-0001 to allow it to display United's UA* designator code on flights operated by Air One between any point in Italy and any point in the United States. Air One and United also intend to serve additional markets under their previously‑granted codeshare authority. Attachment A contains (i) additional city pairs to be served under previously granted authority, and (ii) city pairs to be served under the additional authority requested herein. Should the Department have concerns about granting a statement of authorization that surpasses Air One's current exemption authority to operate Milan-Boston and Milan-Chicago, Air One asks in the alternative to amend the Statement of Authorization granted in Docket OST-2008-0001 to allow it to display United's UA designator code on flights operated by Air One between Milan and Chicago and between Milan and Boston, and to defer the remainder of this request until Air One's Foreign Air Carrier Permit for open E.U. -U.S. foreign air transportation has been granted. On February 25, 2008, Air One filed in Docket OST-2008-0073 an application for exemption authority' to engage in scheduled foreign air transportation of persons, property, and mail, using its own aircraft, (i) between Milan, Italy (Malpensa Airport) and Boston, Massachusetts; and (ii) between Milan, Italy (Malpensa Airport) and Chicago, Illinois.
