OST-2002-12556 - Designation of Agent February 23, 2006 Designation of Agent for Service Counsel: Squire Sanders, Charles Donley OST-2006-24169 - Exemption - China-Los Angeles March 10, 2006 Application for Exemption - Bookmarked Shanghai Airlines hereby requests an exemption to permit Shanghai Airlines to engage in the scheduled foreign air transportation of (i) persons, property and mail between any point or points in the People's Republic of China, on the one hand, and any point or points in the United States, on the other hand, pursuant to a codeshare agreement with United Air Lines, Inc.; and (ii) property and mail between Shanghai, People's Republic of China, on the one hand, and Los Angeles, California, on the other hand, pursuant to a wet lease arrangement with an authorized U.S. or foreign air carrier. Shanghai Airlines requests that any exemption granted by the Department pursuant to this application remain in effect for a period of at least one year. Shanghai Airlines and United are separately filing with the Department a joint application for statements of authorization permitting them to codeshare on certain flights. Shanghai Airlines does not plan to initiate services to the United States with its own aircraft in the short term, and will seek additional authority from the Department when such operations begin. Shanghai Airlines intends initially to offer daily round-trip scheduled combination service between Shanghai, on the one hand, and San Francisco and Chicago, on the other hand, under its codeshare agreement with United. Shanghai Airlines will market service under its "FM" designator code on flights operated by United between Shanghai and San Francisco/Chicago. Codeshare service under the "FM" code beyond the San Francisco and Chicago gateways will be offered to New York/Newark, and beyond San Francisco to Los Angeles. These services will begin April 30, 2006. In addition to marketing service under its "FM" code on United's transpacific and beyond gateway flights, Shanghai Airlines will initially display United's "UA" designator code on flights operated by Shanghai Airlines between Shanghai and the domestic Chinese points Chengdu, Qingdao, Shenyang and Dalian. In addition, Shanghai Airlines will offer scheduled all-cargo service between Shanghai and Los Angeles, with a technical stop in Anchorage, beginning in Summer 2006. This service will be operated using aircraft wet leased from a duly authorized U.S. or foreign air carrier. Wet lease cargo services will be operated initially four times weekly. Shanghai Airlines plans to begin charter operations on October 22, 2006, and requests expedited review and approval of this application so that service can begin without delay. Shanghai Airlines requests amendment of its exemption to permit it to engage in charter foreign air transportation of persons, property and mail utilizing aircraft wet leased from an authorized U.S. or foreign air carrier. Shanghai Airlines plans to initially operate all-cargo charter flights between Shanghai and Chicago, Illinois, utilizing aircraft it currently wet leases from Southern Air. Shanghai Airlines understands any amendment approved by the Department of Transportation will contain a condition limiting it to the use of wet leased aircraft in serving the United Stales. On May 4, 2006, we granted Shanghai Airlines authority to engage in scheduled foreign air transportation of (1) persons, property and mail between any point or points in the People's Republic of China, on the one hand, and any point or points in the United States, on the other hand, pursuant to a codeshare agreement with United Air Lines, Inc.; and (2) property and mail between Shanghai, People's Republic of China, on the one hand, and Los Angeles, California, on the other hand, pursuant to a wet lease arrangement with an authorized U.S. or foreign air carrier. By: Paul Gretch OST-2006-24169 - Exemption - China-US March 29, 2007 Application for Amendment and Renewal of Exemption Shanghai Airlines requests amendment of its exemption to permit it to engage in the scheduled foreign air transportation of property and mail from any point or points in the People's Republic of China, via Tokyo or another point in Japan, to any point or points in the United States open to scheduled international services, using aircraft wet leased from an authorized U.S. or foreign air carrier. Using aircraft wet leased from Shanghai Airlines Cargo Intl. Co., Ltd., Shanghai Airlines plans to initially offer scheduled all-cargo flights between Shanghai and Los Angeles beginning August 1, 2007, and between Shanghai and Dallas/Ft. Worth beginning December 1, 2007. Shanghai Airlines will also offer Shanghai-Chicago scheduled all-cargo service using aircraft wet leased from Shanghai Cargo or another authorized carrier, effective August 1, 2007. Shanghai Airlines further requests renewal of its existing exemption to engage in (i) scheduled transportation of persons, property and mail between any point or points in China and any point or points in the United States, pursuant to its codeshare agreement with United and (ii) charter transportation of persons, property and mail between China and the United States, and other charters pursuant to Part 212, using aircraft wet leased from an authorized U.S. or foreign air carrier. Should the Department not act on Shanghai Airlines' amendment request by May 4, 2007, Shanghai Airlines requests renewal of its exemption to engage in scheduled all-cargo service between Shanghai and Los Angeles, pursuant to a wet lease arrangement with an authorized US or foreign air carrier. Pending in Docket OST-2007-27598 is Shanghai Cargo's application for an exemption and statement of authorization permitting it to wet lease to Shanghai Airliens for these services. Amend exemption to the extent necessary to permit Shanghai Airlines to engage in scheduled foreign air transportation of property and mail from a point or points in the People’s Republic of China, via Tokyo or another point in Japan, to any point or points in the United States open to scheduled international service, using aircraft wet leased from an authorized U.S. or foreign air carrier. Under this agreement, Shanghai Airlines places its two-letter designator code on United’s U.S.-China and beyond gateway flights, and displays United’s code on flights Shanghai Airlines operates between Shanghai and domestic Chinese points. OST-2006-24169 - Exemption - China-Los Angeles May 2, 2008 Application for Renewal of Exemption Shanghai Airlines Co., Ltd. hereby requests renewal of the exemption authority granted to it by the Department of Transportation in the above-captioned docket to engage in: (a) scheduled foreign air transportation of persons, property and mail between any point or points in the People's Republic of China and any point or points in the United States, pursuant to its codeshare agreement with United Air Lines, Inc.; (b) scheduled foreign air transportation of property and mail from a point or points in the People's Republic of China, via Tokyo or another point in Japan, to any point or points in the United States open to scheduled international service, using aircraft wet leased from an authorized U.S. or foreign air carrier; and (c) charter foreign air transportation of persons, property and mail between the People's Republic of China and the United States, and other charters pursuant to Part 212 of the Department's regulations, using aircraft wet leased from an authorized U.S. or foreign air carrier. This exemption will expire on May 4, 2008. Shanghai Airlines and Uillted hold a blanket statement of authorization of indefmite duration permitting them to engage in codeshare service.
