Counsel: Pillsbury Winthrop, Josh Romanow, 202-663-8000 Big Sky Transportation d/b/a Big Sky Airlines d/b/a Northwest Airlink Served February 28, 2007 Notice of Registration of Trade Name On February 14, 2007, Big Sky Transportation Co. d/b/a Big Sky Airlines, Inc. d/b/a Northwest Airlink, a certificated air carrier, requested that the Department register the trade name "Delta Connection" for use in its certificated air carrier operations. As required by Part 215 of the Department's regulations, any air carrier wishing to use an alternative trade name must first register that name with the Department. The rule further states that the Department may register such trade name after the air carrier gives notification to similarly named air carriers of the proposed use of the trade name. Big Sky states that Delta Air Lines, Inc. is aware of the name change and concurs with Big Sky's registration of the trade name "Delta Connection". Further, both Big Sky and Delta are aware that there are other certificated air carriers, including Mesa Airlines, Inc., Air Midwest, LLC, Chautauqua Airlines, Inc., Comair, Inc., SkyWest Airlines, Inc., Shuttle America Corporation, and Freedom Airlines, that operate using the same and/or similar name pursuant to a code‑share agreement with Delta. Therefore, no other notification is required. Since Big Sky has complied with the requirements of Part 215, we acknowledge the registration of the trade name "Delta Connection" by Big Sky for use in its operations. Part 212 for authority to display the two-letter "SK" designator code of Scandinavian Airlines System on the New York (JFK) - Gothenburg, Sweden (GOT) segment of Emirates' all-cargo flights between the United States and the United Arab Emirates via Gothenburg, Sweden. Emirates operates its Dubai-Gothenburg-New York (JFK) all-cargo service utilizing aircraft wet leased from Atlas Air. Passengers are able to seamlessly connect with our code-share partners, Frontier Airlines and United Airlines, which allows for maximum utilitization of our air service to Chadron and Alliance. The attached proposal assumes no upline restrictions and contemplates the continued authority to "one stop a round trip for Alliance and one stop both round trips for Chadron. All proposals presume the use of 19 seat Beech 1900D Airliner equipment. By: Great Lakes, Michael Matthews Essential Air Service at Franklin/Oil City, Pennsylvania February 23, 2007 Proposal of Mesa Air Group d/b/a Air Midwest Mesa is currently operating a wrapped flight with DuBois & Franklin, in essence giving a 3" trip for Franklin Monday thru Friday. Mesa plans on working with the community to keep this extra trip at no additional cost to the DOT as long as it is economically viable. Although the per passenger subsidy level for Franklin has risen during the past year, we have continued to work with the community to rationalize the local fares to help boost passenger levels. We will work with the community to boost the number of passengers in order to reduce the per passenger subsidy level. The latest 12 month period, from February 2006 thru January 2007 has a total of 3,713 passengers. Therefore the maximum subsidy allowed would be $742,600. By: Mesa, Jeffrey Hartz Essential Air Service at Quincy, Marion and Decatur, Illinois OST-2000-7881 - EAS at Marion/Herrin, IL February 27, 2007 Re: Letter from Senator Richard Durbin - Regions Air Service Record Regions has a code‑share relationship with American Airlines, which allows passengers to seamlessly book travel on flights to and through American's regional hub at Lambert International Airport in St. Louis. through American Connection. Regions receives over $3.5 million per year in EAS subsidies as part of the two‑year contracts with. the U.S. DOT. In the last three months, Regions has failed to adequately fulfill its contracts to operate these flights. Flight cancellation figures for November, December, and January were 1.6 percent, 27 percent, and 15.5 percent, respectively. In contrast, according to the Bureau of Transportation Statistics, the average percentage of flights canceled in the domestic passenger market was 1.71 for all of 2006. Regions' poor service record and large number of cancellations deter travelers from flying into or out of Quincy, Marion, Decatur, and Springfield which has a detrimental effect on the local economies. In addition, this deficient service is the primary factor for Quincy's inability to meet the important. 10,000 passenger threshold, which qualifies Quincy Regional Airport for a $1 million Federal Aviation Administration grant. OST-2007-27436 - On-Demand Business Jet Charters February 26, 2007 Share-A-Flight is proposing to contract with Jet Linx Aviation Corp., a direct U.S. Air Taxi air carrier operating under Part 298 exemption authority, to provide transportation to its members in business jet aircraft on an on-demand basis under 14 C.F.R. Part 135. The flights will not be held out to the public, and Share-A-Flight will provide this service only to its members, who will pay a very substantial fee for initial membership in the Share-A-Flight program, with significant hourly flight costs. Share-A-Flight program membership will be limited to 150 members per city. The Share-A- Flight program will be launched in Omaha, NE with a possible expansion to two other cities. We believe that Share-A-Flight could arrange these on-demand flights as an agent for its members in accordance with the October 8, 2004 OST Notice entitled The Role of Air Charter Brokers in Arranging Air Transportation. However, having consulted with Department staff and with FAA staff regarding current FAA concerns regarding marketing and operational control concerns, out of an abundance of caution, Share-A-Flight is seeking authority to operate as an indirect air carrier under portions of 14 C.F.R. February 28, 2007 Motion for Leave to File and Additional Response of AirTran Airways Direct DCA service to Little Rock or Pensacola would not bring as many widespread benefits as AirTran's DCA‑ATL service. Furthermore, if US Airways and Delta truly believed that the initiation of one roundtrip from DCA to this market would be so beneficial to customers and the communities, they would initiate such service immediately. With their control of hundreds of DCA slots, changing schedules to make room for new routes is simple, as evidenced by the frequent modifications made by Delta and US Airways at both DCA and LaGuardia Airport on a regular basis. Instead, these carriers have chosen to avoid the reality that their true ambition is to block service by Little Rock National Airport or Pensacola Regional Airport. OST-1998-4388 - Mexico-US Charter Air Transportation February 26, 2007 Application for Renewal of an Exemption Counsel: Eugene Smith, 210-590-1630 2007 US-China Combination and All-Cargo Frequency Allocation Proceeding February 28, 2007 Application of Polar Air Cargo for Waiver of Start-Up Condition Because Beijing is a slot coordinated airport, Polar has been diligently pursuing the additional slots at Beijing it needs to commence operations using the additional four frequencies that become available March 25, 2007. In meetings during September, October and December 2006, Polar engaged in discussions with the slot coordinator for Beijing, the Air Traffic Management Bureau and the Civil Aviation Administration of China in order to obtain slots at commercially viable times, consistent with the service Polar already operates and the needs of its customers. Unfortunately, despite those efforts, ATMB has been unable to allocate to Polar slots for Beijing in the upcoming Summer Season at commercially viable times on any of the following days: Tuesday, Thursday, Friday or Sunday. Polar fully intends to continue pursuing diligently the slots it needs at Beijing to institute expanded service to that city using the four frequencies. Polar is hopeful that a solution can be found during the Summer Operating Season that would allow Polar to start these new services during that time. In the meantime, Polar will continue to operate at a level of two flights per week (each Wednesday and Saturday) at Beijing. To obtain adequate time to address the matter and resolve the situation, Polar is requesting a waiver of the ten-day start-up condition through the end of the Summer 2007 Season, on October 28, 2007.
