The charterer of the flight described in the above-referenced application for an emergency exemption has advised Antonov that the outsized generator that Antonov proposes to transport from Portland to Richmond may need to be transported to Charlotte, North Carolina for repairs, instead of Richmond. The charterer may not know until immediately prior to the operation which repair facility will be used. Accordingly, Antonov hereby requests that the emergency exemption authority be granted to permit Antonov the flexibility to operate either to Richmond, Virginia or to Charlotte, North Carolina.

Notice of Action Taken

Exemption from 49 USC 40109(g) to permit the applicant to operate one, one-way, all-cargo charter flight, using its AN-124-100 aircraft, carrying outsized cargo on behalf of Active Aero Charter, Inc. from Portland, Oregon to Richmond, Virginia or Charlotte, North Carolina during the period of February 10 through February 18, 2006. The flight would carry an outsized generator and ancillary equipment from the Portland General Electric Company Boardman Coal Plant to a repair facility in Richmond or Charlotte. The applicant asserts that PGE needs the subject lift because repair of the generator is required to restore the PGE Boardman Coal Plant to full service; that the cargo is too large for transportation on US-carrier aircraft; and that surface transportation is not feasible because of the inordinate amount of travel time it would require.

Salmon Air Withdrawal of Proposal Option 2

I'm writing this letter as official notification that Salmon Air's EAS proposal option 2 is being withdrawn.

Unfortunately, some aspects of the proposed lease of aircraft have been altered and it is no longer a financially viable option for Salmon Air in the near term. We plan to re-visit using the Pilatus at a later date. At that time, we will meet with the communities of Moab and Vernal to explore the possibility of using a PC-12 aircraft.

Exemption from 49 USC 40109(g) to permit the applicant to operate two, one-way, all-cargo charter flights, using its AN-124-100 aircraft, carrying outsized cargo on behalf of Lockheed Martin Space Systems from Denver, Colorado, to Cape Canaveral, Florida, during the period of February 13 through February 21, 2006. The applicant states that the flights would carry an LMSS AVB008 Atlas V Booster, an LMSS AVC008 Centaur Test Tank Upper Stage, and associated equipment. The applicant asserts that LMSS needs the subject lift to meet an aggressive final assembly and fabrication schedule associated with launch integration; that the cargo is too large for transportation on US-carrier aircraft; and that surface transportation is not feasible because of the delicate nature and extremely high value of the cargo.
