No. 3907.1, 5100, 5400 and all related totals, specifically including the reports pertaining to the quarter ended December 31, 2005. Counsel: ADI, Richard Appleman, 248-666-3500, rappleman@flyadi.com Aerovias de Mexico, S.A. de C.V. OST-2006-23510 - Exemption - Mexico City-Cleveland Filed January 3, 2006 | Issued February 10, 2006 Exemption from 49 USC 41301 to permit the applicant to conduct scheduled foreign air transportation of persons, property, and inail between Mexico City, Mexico, and Cleveland, Ohio. By: Paul Gretch OST-2006-23912 - Emergency Exemption - Portland-Richmond/Charlotte
February 9, 2006 Re: Amendment to Application for an Emergency Exemption to Include Charlotte The charterer of the flight described in the above-referenced application for an emergency exemption has advised Antonov that the outsized generator that Antonov proposes to transport from Portland to Richmond may need to be transported to Charlotte, North Carolina for repairs, instead of Richmond. The charterer may not know until immediately prior to the operation which repair facility will be used. Accordingly, Antonov hereby requests that the emergency exemption authority be granted to permit Antonov the flexibility to operate either to Richmond, Virginia or to Charlotte, North Carolina. Counsel: Hogan & Hartson, Robert Cohn, 202-637-4999
Filed February 8, 2006 | Supplemented February 9, 2006| Issued February 10, 2006 Exemption from 49 USC 40109(g) to permit the applicant to operate one, one-way, all-cargo charter flight, using its AN-124-100 aircraft, carrying outsized cargo on behalf of Active Aero Charter, Inc. from Portland, Oregon to Richmond, Virginia or Charlotte, North Carolina during the period of February 10 through February 18, 2006. The flight would carry an outsized generator and ancillary equipment from the Portland General Electric Company Boardman Coal Plant to a repair facility in Richmond or Charlotte. The applicant asserts that PGE needs the subject lift because repair of the generator is required to restore the PGE Boardman Coal Plant to full service; that the cargo is too large for transportation on US-carrier aircraft; and that surface transportation is not feasible because of the inordinate amount of travel time it would require. By: Michael Reynolds Essential Air Service at Vernal and Moab, Utah OST-1997-2827 - Moab, UT February 10, 2006 Salmon Air Withdrawal of Proposal Option 2 I'm writing this letter as official notification that Salmon Air's EAS proposal option 2 is being withdrawn. Unfortunately, some aspects of the proposed lease of aircraft have been altered and it is no longer a financially viable option for Salmon Air in the near term. We plan to re-visit using the Pilatus at a later date. At that time, we will meet with the communities of Moab and Vernal to explore the possibility of using a PC-12 aircraft. Won Pat International Airport January 23, 2006 We support the aforementioned Petition signed by Governor Felix P. Camacho on November 16, 2005, Our livelihood is dependent on the tourism and military activity. Additional air service to the island would certainly be beneficial to our business in the form of reduction in costs to bring our automobiles, parts, and accessories to Guam. Such savings would influence our economy which in turn sources jobs that strengthens our community. With Guam’s strategic location, we respectfully request that you support Governor Camacho’s Petition for Expanded Air Services to WPIA. This would allow for competitive rates that enhance free enterprise that caters to the tourism industry and the anticipated military growth. More importantly your consideration would positively impact our business and our economy. By: Robert Hernandez Trans States Airlines, Inc. d/b/a American Connection

Counsel: Trans States, Hulas Kanodia, 314-222-4300 OST-2005-23307 - Certificate of Public Convenience and Necessity - Interstate Scheduled Passenger February 10, 2006 Virgin America's application has been complete at least since its supplemental filing on December 13, 2005. Indeed, in first addressing the Motion of Continental Airlines, Inc. to stay this proceeding, the Department "recognize[d] the efforts made by the applicant to submit, together with their application, information and supporting documentation relevant to analysis of an air carrier fitness application." Virgin America's Confidential Materials have been accessible to counsel and outside experts for interested parties since that order was issued over six weeks ago; thus, Virgin America respectfully believes it is appropriate for the Department to set a date for interested parties to answer the application and for Virgin America to reply. Cargo Airline OST-2006-23891 - Emergency Exemption - Denver-Cape Canaveral Filed February 7, 2006 | Issued February 10, 2006 Exemption from 49 USC 40109(g) to permit the applicant to operate two, one-way, all-cargo charter flights, using its AN-124-100 aircraft, carrying outsized cargo on behalf of Lockheed Martin Space Systems from Denver, Colorado, to Cape Canaveral, Florida, during the period of February 13 through February 21, 2006. The applicant states that the flights would carry an LMSS AVB008 Atlas V Booster, an LMSS AVC008 Centaur Test Tank Upper Stage, and associated equipment. The applicant asserts that LMSS needs the subject lift to meet an aggressive final assembly and fabrication schedule associated with launch integration; that the cargo is too large for transportation on US-carrier aircraft; and that surface transportation is not feasible because of the delicate nature and extremely high value of the cargo.
